ALEXANDRIA, Va. — A Woodbridge man and former employee of the Department of Energy’s National Nuclear Security Administration has pleaded guilty to federal child exploitation charges after admitting that he secretly recorded minors inside the bathroom of his residence for years and collected thousands of additional images and videos depicting child sexual abuse.
Jackson Quentin Crocker, 54, of Woodbridge, pleaded guilty on August 27, 2026, to sexual exploitation of children and possession of child sexual abuse material, or CSAM, according to the U.S. Attorney’s Office for the Eastern District of Virginia. Senior U.S. District Judge Anthony J. Trenga accepted the plea.
According to court documents, Crocker began using hidden cameras to secretly record children inside the bathroom of his residence by at least March 2008.
Federal prosecutors said Crocker continued creating the recordings through 2025, producing thousands of videos over a period spanning approximately 17 years. Many of the recordings showed minors removing clothing, using the toilet, or showering inside the home.
Court records also established that Crocker created multiple videos showing himself engaged in sexually explicit conduct next to sleeping children at his residence.
In addition to the material he produced himself, Crocker used the internet to obtain and maintain thousands of images and videos depicting minors engaged in sexually explicit conduct. Some of the children depicted in that material were prepubescent, according to federal prosecutors.
The conduct resulted in two serious federal offenses: sexual exploitation of children, which addresses the production of sexually explicit material involving minors, and possession of child sexual abuse material.
Crocker’s guilty plea means the prosecution has moved beyond the allegation stage. He has admitted criminal responsibility for the offenses and is now awaiting sentencing.
Crocker is scheduled to be sentenced on December 2, 2026. He faces a mandatory minimum sentence of 15 years in federal prison and a maximum possible sentence of 50 years.
The final sentence will be determined by the federal court after consideration of the U.S. Sentencing Guidelines and the statutory sentencing factors applicable to the case.
Crocker was previously employed by the Department of Energy’s National Nuclear Security Administration, the federal agency responsible for maintaining the nation’s nuclear weapons stockpile, supporting nuclear nonproliferation efforts, and providing nuclear propulsion capabilities for the U.S. Navy.
The Justice Department’s release identifies Crocker as a former NNSA employee but does not allege that his employment, government position, classified access, or federal workplace played a role in the child exploitation offenses. The criminal conduct described by prosecutors centered on recordings created inside his residence and material obtained through the internet.
The FBI Washington Field Office participated in the investigation, with assistance from the Prince William County Police Department.
Theophani K. Stamos, First Assistant U.S. Attorney for the Eastern District of Virginia, and Jeffrey L. Tyler, Special Agent in Charge of the FBI Washington Field Office’s Criminal Division, announced the guilty plea.
Assistant U.S. Attorneys Lauren Halper and Jacob Mercer are prosecuting the case.
The case was brought under Project Safe Childhood, the Justice Department initiative established in 2006 to coordinate federal, state, and local efforts against child sexual exploitation and abuse.
Project Safe Childhood investigations focus on offenders who produce, distribute, receive, or possess child sexual abuse material, along with individuals who use internet services and digital technology to exploit minors. The initiative combines federal prosecution with efforts to identify victims and remove children from continuing exploitation.
The FBI has also published the Woodbridge case through its official press-release system, confirming the Bureau’s role in the investigation.
The case demonstrates the long investigative reach of federal child exploitation prosecutions, particularly when digital evidence spans many years. In Crocker’s case, prosecutors said the conduct began in 2008 and continued through 2025 before ultimately resulting in a federal guilty plea carrying the possibility of decades in prison.
