FORMER JUNCTION CITY POLICE OFFICER INDICTED ON FEDERAL BRIBERY CHARGE INVOLVING CONFIDENTIAL INFORMANT

TOPEKA, Kansas — September 17, 2026 — A former Junction City police officer has been indicted by a federal grand jury in Topeka on a bribery charge stemming from allegations that he solicited sexual favors from a confidential informant in exchange for favorable treatment in pending criminal matters.

Troy Dwayne Watson, 55, of High Point, North Carolina, was indicted on one count of bribery, according to the U.S. Attorney’s Office for the District of Kansas. Watson previously served as an officer with the Junction City Police Department.

Federal prosecutors allege that between October 2021 and April 2022, Watson solicited sexual favors from a confidential informant while representing that he could provide favorable resolutions involving criminal matters then pending against the informant. The conduct described in the indictment remains an allegation, and Watson is presumed innocent unless proven guilty beyond a reasonable doubt in federal court.

The allegation places the case within the broader area of public corruption investigations involving law enforcement personnel. The FBI identifies law enforcement corruption as one of the categories of public corruption it investigates and defines public officials broadly to include individuals employed by federal, state, and local governments who have a duty to provide honest public service. The Bureau states that corruption cases can involve officials soliciting, accepting, receiving, or agreeing to receive something of value in exchange for influence over an official act.

In this case, prosecutors allege that Watson solicited sexual favors and tied that alleged exchange to his claimed ability to influence the handling of the confidential informant’s criminal matters. The indictment does not establish that Watson actually delivered any favorable disposition, only that he is accused of soliciting sexual favors under the representation that favorable treatment could follow.

Confidential informants can occupy a vulnerable position inside criminal investigations because they may be cooperating with law enforcement while also facing unresolved legal exposure of their own. That relationship creates a significant imbalance of authority between an informant and an officer who may have access to investigative information, prosecutors, or other parts of the criminal justice system. The federal allegation against Watson centers on an accusation that this relationship was exploited for personal benefit.

The FBI is investigating the case. Assistant U.S. Attorney Sara Walton is prosecuting the case on behalf of the federal government. Watson has not been convicted, and the allegations remain unproven. His indictment represents the formal accusation returned by the grand jury and moves the matter into federal criminal proceedings.
