KANSAS CITY, MISSOURI — A 32-year-old man from Belton, Missouri, has pleaded guilty to four federal offenses involving the sexual exploitation of children, including the production, transportation, and possession of child sexual abuse material and the cyberstalking of a minor. Federal prosecutors confirmed that Carter Anderson admitted obtaining sexually explicit images and videos involving three underage victims through conduct that included threats and coercion over the internet.
The guilty plea was announced October 14, 2026, by the United States Attorney’s Office for the Western District of Missouri. Anderson faces a mandatory minimum sentence of 15 years in federal prison and a maximum possible sentence of 70 years, with no possibility of parole under the federal prison system.
According to federal court documents, Anderson’s criminal conduct extended from October 2021 through January 2025. A federal grand jury indicted him in December 2025, following an investigation into his online activities and exploitation of minors.
As part of his guilty plea, Anderson acknowledged that he obtained sexually explicit photographs and videos involving three minor victims through several methods, including a repeated pattern of threats delivered over the internet.
One of the victims initially encountered Anderson through Snapchat, the social media messaging platform. Investigators established that after obtaining sexually explicit material involving the child, Anderson used the existence of those images and videos to demand additional material.
Anderson admitted threatening to publicly distribute the victim’s existing images and recordings unless the child complied with his demands. The threats became a means of continuing the exploitation, placing the victim under pressure to produce further sexually explicit material.
This form of coercion is commonly identified as sexual extortion, or sextortion, in which an offender uses intimate images, threats of exposure, or other forms of intimidation to force additional conduct from a victim.
In cases involving minors, threats to release private images can create substantial fear of public humiliation, family discovery, harassment, and social consequences. Offenders may exploit those concerns to maintain control over victims without any need for physical proximity.
The federal charges reflect different aspects of his criminal activity. Production concerns the creation of child sexual abuse material, transportation addresses moving such material through channels covered by federal law, and possession involves knowingly maintaining prohibited material. The cyberstalking offense addresses the threatening course of conduct carried out through electronic communications.
The use of internet-based messaging services is significant because offenders can communicate privately with victims, exert pressure across geographic boundaries, and continue harassment over extended periods.
Electronic communications, account records, stored files, and other digital evidence can help investigators establish patterns of conduct, identify victims, and connect individual acts to broader criminal activity.
In Anderson’s case, the Heart of America Regional Computer Forensics Laboratory assisted the Federal Bureau of Investigation. The laboratory provides specialized digital forensic capabilities that support investigations involving computers, electronic devices, and digital evidence.
The prosecution was brought under Project Safe Childhood, a nationwide Department of Justice initiative established in May 2006 to combat child sexual exploitation and abuse.
The program coordinates federal, state, and local resources to investigate offenders, identify victims, and prosecute crimes involving the exploitation of minors, including offenses facilitated through online communications.
Project Safe Childhood is led by the United States Attorney’s Offices and the Justice Department’s Criminal Division, including its Child Exploitation and Obscenity Section.
Federal authorities have not publicly identified the three minor victims, and their identities remain protected. The Justice Department’s announcement also does not specify their ages or provide individual accounts of the circumstances involving each child.
Following his guilty plea, Anderson will undergo a presentence investigation conducted by the United States Probation Office.
The presentence investigation will provide information relevant to sentencing, including Anderson’s criminal history, the circumstances of the offenses, and other considerations required under federal law.
A sentencing hearing will be scheduled after that investigation is completed. No sentencing date was announced in the October 14 release.
Although Anderson faces a statutory maximum of 70 years, that figure does not represent a sentence already imposed. The federal district court will determine the punishment after considering the applicable sentencing statutes, advisory guidelines, and relevant factors.
The case is being prosecuted by Assistant U.S. Attorney David Luna of the Western District of Missouri. The investigation was conducted by the Federal Bureau of Investigation, with assistance from the Heart of America Regional Computer Forensics Laboratory.
Carter Anderson has admitted guilt to four federal offenses involving child sexual abuse material and cyberstalking, with three minors identified as victims of his conduct. He now awaits sentencing, facing a minimum of 15 years and a potential maximum of 70 years in federal prison for crimes committed over a period spanning more than three years.
