WASHINGTON, D.C. — U.S. intelligence officials have warned that Iran has substantially expanded efforts to target American diplomats and government personnel overseas, with suspected assassination plots reaching advanced stages in the Middle East and other countries. The warning comes as the State Department reduces staffing at several diplomatic missions amid heightened regional security threats and concerns about renewed military hostilities involving Iran.
The assessment was outlined in an October 23, 2026, memorandum from Director of National Intelligence Jay Clayton to Secretary of State Marco Rubio. The one-page, unclassified communication warned that intelligence agencies had identified a significant escalation in Iranian efforts to target U.S. personnel, including suspected lethal operations that had progressed beyond preliminary planning.
According to the memorandum, senior State Department officials have already received the underlying intelligence. Clayton expressed concern that the information had not reached all American personnel who could face potential danger, particularly individuals who do not possess the security clearances necessary to review classified threat assessments.
Clayton offered to reduce the classification of sensitive intelligence where possible, allowing the State Department to distribute additional warnings to diplomatic personnel and other potentially exposed government employees. Such action would expand access to actionable security information without requiring the unrestricted disclosure of intelligence sources or investigative methods.
The memorandum does not identify specific assassination targets, describe the suspected operational methods, or name the countries outside the Middle East where attacks might occur. Those omissions limit the publicly available details concerning the reported plots, although the intelligence warning itself represents a substantial escalation in the threat assessments communicated to American diplomatic leadership.
The State Department has responded to the deteriorating regional security environment by reducing personnel at several diplomatic missions. Earlier in the week, the department ordered nonessential government employees and eligible family members to depart the U.S. Embassy in Riyadh and American consulates in Jeddah and Dhahran, Saudi Arabia.
Additional staffing reductions were confirmed on October 23 for U.S. embassies in the United Arab Emirates, Lebanon, Qatar, and Jordan. These diplomatic missions remain under restricted operations, allowing personnel levels and administrative activities to be adjusted according to changing security conditions.
Unlike the mandatory departures ordered for certain personnel in Saudi Arabia, the staffing adjustments at the four additional embassies do not require all affected employees to leave. The missions remain open, with operational restrictions intended to limit exposure while preserving essential diplomatic functions.
American officials have identified potential Iranian assassination operations and threats from Iran-backed Houthi forces in Yemen as factors influencing these security decisions. Intelligence assessments have raised concerns that attacks involving Houthi forces could expand beyond Saudi Arabia, placing additional American personnel and facilities at risk elsewhere in the region.
The State Department had already warned U.S. citizens about dangers involving Iranian and Houthi attacks. Its October 10 travel advisory for Saudi Arabia identified risks involving drone and missile attacks against American interests, armed conflict, and terrorism. The advisory urged Americans to reconsider travel to the country because of the prevailing security conditions.
The federal government has also maintained a broader worldwide caution notice advising American citizens to exercise heightened vigilance in response to Middle Eastern instability. That guidance acknowledges the possibility of threats against American diplomatic facilities and other U.S.-associated interests outside the immediate conflict area.
The latest intelligence warning comes during a period of uncertainty surrounding U.S. policy toward Iran. President Donald Trump has indicated that additional American military operations remain possible if Iranian authorities do not reach an agreement addressing the continuing conflict.
Speaking at a political rally in Fort Myers, Florida, on October 23, Trump raised the possibility of another military operation against Iran, referring to Operation Epic Fury, the designation associated with earlier American military action. He did not provide details about the potential operation, and no new military action was announced during those remarks.
Diplomatic contacts between Washington and Tehran have continued despite substantial disagreements over the conditions necessary to end hostilities. Discussions during the United Nations General Assembly in September did not produce a final settlement, leaving unresolved disputes over security guarantees, military operations, and the terms of a potential agreement.
The possibility of renewed military strikes has added uncertainty to the regional security environment. American officials have not publicly established a direct connection between the reported assassination plots and preparations for another U.S. military operation. The intelligence memorandum, as described in publicly available reporting, does not identify a specific event that may have triggered the suspected plots.
Iran has previously faced American allegations of directing or supporting operations targeting U.S. officials abroad. The latest warning concerns a reported expansion of such activities and the assessment that some suspected plots have reached advanced stages. No completed assassination attempt arising from the newly described intelligence has been publicly established.
The developments have placed additional pressure on U.S. diplomatic security operations, which must account for threats involving individual personnel, diplomatic compounds, transportation routes, and government facilities. Protective measures can include changes in staffing, restricted movement, enhanced intelligence coordination, and adjustments to operations at vulnerable diplomatic posts.
The State Department’s personnel reductions provide a documented response to the broader security concerns, while the specific intelligence supporting the assassination warnings remains largely unavailable to the public. The reported threat assessment has not identified individual suspects, confirmed operational locations outside the Middle East, or established that an attack is imminent.
The October 23 warning reflects the serious security threats confronting American officials overseas as diplomatic negotiations remain unresolved and the possibility of further military action against Iran continues to influence regional security planning.
