WASHINGTON, D.C. — The Cybersecurity and Infrastructure Security Agency (CISA) has released a new national strategy titled CISA 2030: Defend, Harden, Prevail, establishing a roadmap for strengthening federal cybersecurity operations, protecting critical infrastructure, and improving the nation’s ability to withstand cyberattacks, physical security incidents, and large-scale disruptions through the end of the decade.
Published in October 2026, the strategy outlines a shift toward a more proactive, intelligence-driven security model that prioritizes the systems and services essential to national security, economic stability, and public safety. It places greater emphasis on identifying adversarial activity before attackers can exploit access to critical systems, strengthening operational technology defenses, and maintaining essential services during security incidents.
The 12-page strategy, introduced by Department of Homeland Security Secretary Markwayne Mullin and CISA Acting Director Nick Andersen, organizes the agency’s objectives around three pillars: Defend, Harden, and Prevail. These priorities establish the framework for future operational planning, federal coordination, infrastructure protection, and emergency preparedness, with implementation milestones extending across the first year following publication.
Under the first pillar, Defend — Lead National Cyber Defense, CISA intends to improve coordination among federal agencies, private industry, state and local governments, Tribal and territorial authorities, and international security partners. The agency plans to integrate cybersecurity capabilities and threat intelligence to accelerate the identification, disruption, and mitigation of hostile activity targeting American networks. A central objective is to strengthen the ability of defenders to detect compromised systems, remove unauthorized access, and prevent adversaries from using established footholds to disrupt essential operations.
Operational technology security is another major priority. These environments include industrial control systems and other technologies responsible for monitoring and managing physical processes throughout critical infrastructure. CISA plans to work with infrastructure owners and operators to improve asset visibility, strengthen anomaly detection, modernize vulnerable environments, and protect operational technology supply chains. The strategy recognizes that compromised industrial systems can produce consequences extending beyond data loss, potentially affecting physical operations and the delivery of essential services.
Software security and emerging technologies are also addressed within the Defend pillar. CISA intends to develop data-driven guidance that improves software security, supply chain transparency, and the ability of critical systems to recover following compromise. The agency also identifies quantum computing and what it terms super intelligence as transformative technologies requiring national-level analysis and security coordination. Their inclusion establishes these technologies as strategic areas of attention, although the document does not specify deployment schedules or technical security standards for either field.
The second pillar, Harden — Prioritize National Infrastructure Security, focuses on directing federal resources toward infrastructure whose disruption would produce the most serious consequences. CISA identifies energy, water, transportation, and telecommunications among the interconnected systems supporting national operations. Rather than applying resources uniformly across all possible hazards, the agency intends to emphasize consequence-based risk assessments that account for public health, economic continuity, and national security.
This approach includes developing stronger connections between intelligence collection and operational decision-making. CISA plans to coordinate with the intelligence community, government agencies, and private industry to improve real-time threat awareness and deliver more actionable information to infrastructure operators. The agency will also support the White House in developing a National Risk Register intended to help identify, assess, and prioritize risks affecting critical infrastructure and the populations dependent on those systems.
The strategy calls for distributed security partnerships that allow Sector Risk Management Agencies, regional authorities, state governments, and infrastructure operators to address vulnerabilities through coordinated local action. These arrangements are intended to support measurable security improvements while recognizing that infrastructure ownership and operational responsibilities frequently extend beyond direct federal control. CISA’s proposed role includes providing technical coordination, intelligence support, and risk assessment capabilities to organizations responsible for protecting essential assets.
The third pillar, Prevail — Mobilize National Resilience, concentrates on maintaining essential functions during major incidents and restoring operations after disruptions. CISA intends to strengthen its network of ten regional offices, expand the capabilities of its cyber and physical security advisors, and improve coordination between national authorities and the organizations responsible for emergency response and infrastructure operations.
Communications continuity receives particular attention. CISA plans to strengthen National Security and Emergency Preparedness communications through interoperable voice, video, data, and information services. The roadmap specifically identifies next-generation 5G and 6G capabilities, commercial satellite constellations, and redundant connectivity as potential components of future emergency communications systems. These technologies are intended to support resilient communications when conventional networks experience outages, congestion, or deliberate interference.
The agency also proposes modernizing national preparedness exercises and joint operational planning through advanced analytics, intelligence integration, and cross-sector collaboration. Investments in encrypted, scalable, and interoperable infrastructure are intended to improve the ability of participating organizations to coordinate during emergencies while protecting sensitive communications and maintaining critical government and public safety functions.
Acting Director Nick Andersen further identifies a change in how the agency intends to approach hostile cyber activity. In connection with the March 2026 Cyber Strategy for America and Executive Order 14239, the roadmap calls for transitioning from passive defensive measures toward anticipatory operations designed to eliminate adversarial footholds in defense-critical infrastructure before they can be used to cause harm. This represents a stated operational direction, not evidence that the proposed capabilities have already been implemented across federal networks or privately operated infrastructure.
The strategy establishes a specific implementation schedule. Within 60 days, CISA plans to begin a programmatic review of its existing services and capabilities to determine how they support the new objectives. Within 180 days, the agency intends to deliver an implementation and performance-measurement approach aligned with the three pillars. Within 365 days, CISA plans to publish an update evaluating progress against implementation.
These milestones provide an initial accountability structure, although the October publication does not establish detailed budget allocations, individual project completion dates, or quantified performance targets for every objective. The effectiveness of the strategy will depend on how the agency translates its proposed changes into operational capabilities, establishes measurable outcomes, and coordinates implementation with infrastructure owners and government partners.
The document also marks a shift in federal infrastructure security planning by treating cybersecurity, physical infrastructure protection, emergency communications, and operational resilience as interconnected responsibilities. As essential services depend on complex networks of industrial equipment, software, communications platforms, and external suppliers, weaknesses in one environment can create operational risks across multiple systems. The strategy seeks to address those dependencies through stronger threat intelligence, focused security investments, and improved continuity planning.
CISA 2030 establishes the agency’s proposed direction through the remainder of the decade, with particular emphasis on protecting the systems whose failure would have the greatest national consequences. Its first-year milestones will provide the earliest indications of whether the roadmap is producing measurable improvements in cyber defense coordination, infrastructure security, and the nation’s capacity to maintain essential operations during major disruptions.
