TENNESSEE MAN SENTENCED TO 15 YEARS IN FEDERAL PRISON FOR ATTEMPTED ENTICEMENT OF A MINOR DURING ARKANSAS UNDERCOVER OPERATION

LITTLE ROCK, ARKANSAS — A Tennessee man with prior felony convictions, including statutory rape, has been sentenced to 15 years in federal prison after pleading guilty to attempting to entice someone he believed was a 14-year-old girl into sexual activity in exchange for money during an undercover law enforcement operation in Arkansas.

Dillon McKinney, 31, of Newbern, Tennessee, received the 180-month sentence on October 29, 2026, from U.S. District Judge James M. Moody Jr. The court also imposed five years of supervised release following his imprisonment. U.S. Attorney Jonathan D. Ross for the Eastern District of Arkansas announced the sentencing.

The investigation began on June 19, 2025, when the Lonoke County Sheriff’s Office and Covenant Rescue Group conducted an undercover operation targeting the sexual exploitation and trafficking of minors. An undercover law enforcement officer posed as an underage girl on a social media platform commonly used to solicit commercial sexual services and established contact with McKinney. McKinney then moved the conversation to text messaging.

According to federal prosecutors, McKinney asked the person he was communicating with about her age and was explicitly told she was 14 years old. Despite receiving that information, he continued discussing arrangements for a sexual encounter and offered money in exchange for specific sexual acts. Investigators documented the communications before McKinney traveled to the designated meeting location, where law enforcement officers arrested him.

During a post-arrest interview conducted after he was advised of his Miranda rights, McKinney acknowledged that he had traveled to meet someone for sexual activity despite knowing the person was purportedly underage. He also admitted participating in the text message exchanges, which investigators identified as evidence of his intent to engage in the proposed encounter.

A federal grand jury indicted McKinney on September 3, 2025, on one count of attempted enticement of a minor. He pleaded guilty to the charge on June 3, 2026. Because the person involved in the communications was an undercover officer, no actual child participated in the arranged encounter.

McKinney’s criminal history included previous felony convictions for aggravated burglary, arson, burglary, and statutory rape. Those convictions were established before the federal proceedings and formed part of his documented criminal background.

The prosecution was brought under Project Safe Childhood, a nationwide Department of Justice initiative established in May 2006 to combat child sexual exploitation and abuse. The program coordinates federal, state, and local investigative resources to identify offenders, investigate online exploitation, prosecute criminal violations, and protect children from abuse.

The FBI conducted the federal investigation with assistance from the Lonoke County Sheriff’s Office and Covenant Rescue Group. Assistant U.S. Attorney Lauren Eldridge for the Eastern District of Arkansas prosecuted the case.

There is no parole in the federal prison system.
