OKLAHOMA CITY, OKLAHOMA — A 67-year-old Oklahoma City man has been arrested and charged with federal offenses involving threatening letters containing suspicious white powder sent to election officials, members of Congress, federal agencies, and other recipients across the United States. Robin Patrick Martin faces charges of conveying false or misleading information and hoaxes and mailing threatening communications following an investigation involving hundreds of suspicious mailings connected to the 2024 and 2026 election cycles.

According to a November 3, 2026, announcement from the U.S. Attorney’s Office for the Western District of Oklahoma, Martin was arrested during an FBI operation on November 2 and appeared before U.S. Magistrate Judge Shon Erwin the following day. The investigation was conducted by multiple federal, state, and local law enforcement agencies after threatening correspondence containing unidentified powder triggered emergency responses and concerns about possible exposure to hazardous substances.

The investigation began in September 2024, when state election officials reported receiving envelopes containing white powder and threatening letters. According to a federal criminal complaint filed November 1, 2026, investigators identified suspicious mailings addressed to election officials in all 50 states. Authorities recovered or intercepted letters intended for 49 states, while a suspicious mailing addressed to Florida election officials was identified in the postal system but could not be located.

The initial correspondence included three-page letters titled “DECLARATION OF WAR,” attributed to a purported organization identifying itself as the United States Traitor Elimination Army (USTEA). The letters contained claims about the 2020 presidential election, demands concerning election administration, and threats of further mailings involving substances other than flour if those demands were not met. Some envelopes also contained threatening messages written in ultraviolet-reactive ink that could only be viewed under specialized lighting. Laboratory testing determined that the powders recovered from the initial 2024 mailings were non-toxic.

Federal investigators identified another series of suspicious mailings in October 2026. On October 13, the Oklahoma State Election Board notified the FBI after receiving a threatening letter containing white powder. The discovery prompted a response involving the Oklahoma Highway Patrol, Oklahoma City Fire Department, FBI, and Oklahoma National Guard’s 63rd Civil Support Team. The suspicious materials were collected and submitted for forensic examination, while investigators worked to determine whether the correspondence was connected to the earlier threats.

According to the FBI affidavit, more than 700 mailings were identified as potentially associated with the same sender during the October 2026 investigation. The correspondence targeted state election boards, Republican, Democratic, and independent members of Congress, election pollsters, media organizations, and the FBI. Postal investigators determined that the mailings were processed through facilities in Oklahoma City, northern Texas, and San Antonio between October 9 and October 13. Laboratory results available when the complaint was filed identified tested powders as flour or yeast, with no hazardous substances detected. Investigators cautioned that not every letter had been intercepted or fully tested.

The 2026 correspondence also contained threatening language directed at election officials and other recipients ahead of the November 3 elections. Some letters warned of an approaching civil conflict, while others accused their intended recipients of treason. Investigators identified similarities between the two groups of mailings, including handwritten addressing, ultraviolet-reactive markings, and references to the purported USTEA organization. An FBI handwriting examiner preliminarily determined that the writing on certain envelopes from 2024 and 2026 was consistent with having been produced by the same individual, although a formal forensic comparison remained pending.

The criminal complaint also describes correspondence using an outdated address associated with the Democratic Socialists of America (DSA). Investigators determined that the organization had not used the referenced office suite since 2013. DSA cooperated with federal investigators and voluntarily provided records relevant to the suspicious communications. The affidavit does not establish that the organization participated in the mailings, and the use of its former address does not demonstrate its involvement.

Evidence obtained during the investigation included electronic communications attributed to an individual using the name “George Livingston.” According to the affidavit, that identity was associated with an email account used to contact DSA members and send threatening messages referencing the USTEA organization. One October 11, 2026, message warned of planned arrests and an alleged ambush connected to Election Day. The FBI obtained records from Google, telecommunications providers, and other sources to investigate the account’s ownership and connections to Martin.

Investigators also examined retail purchase records, surveillance footage, cellular telephone location information, and postal processing records. According to the complaint, Walmart records linked Martin to purchases of a prepaid cellular telephone, mailing supplies, and stamps. Investigators identified similarities between the vehicle captured in store surveillance footage and a silver Hyundai Sonata registered to Martin. Additional telephone records placed a device associated with him near postal processing facilities in Oklahoma and Texas during the period when suspicious letters entered the mail system.

Postal surveillance footage and license plate reader records provided further evidence described in the affidavit. Investigators documented a vehicle matching Martin’s registered Hyundai Sonata near postal collection boxes in Oklahoma City and San Antonio. At the Oklahoma City processing facility, surveillance footage captured a similar vehicle stopping beside a mail collection box shortly before postal employees collected mail later associated with the threatening correspondence. Investigators also reported recovering three fingerprints attributed to Martin from an intercepted envelope addressed to FBI Director Kash Patel.

Based on the combined evidence, FBI Special Agent David Cole concluded in his sworn affidavit that probable cause existed to believe Martin was responsible for the threatening correspondence associated with both election cycles. The criminal complaint charges him under 18 U.S.C. § 1038(a), involving false or misleading information and hoaxes, and 18 U.S.C. § 876(c), involving threatening communications transmitted through the mail. The complaint specifically identifies alleged offenses occurring between October 9 and October 13, 2026.

The investigation required coordination among agencies responsible for protecting election personnel, federal officials, postal employees, and the public. The U.S. Postal Inspection Service reported that investigators identified related mailings and intercepted the majority before they reached their intended recipients. Authorities emphasized that suspicious white powder correspondence can trigger emergency hazardous-material responses, disrupt government operations, and create fear among recipients even when the substances are ultimately determined to be harmless.

FBI Director Kash Patel credited the FBI Oklahoma City Field Office, FBI Criminal Division, U.S. Postal Inspection Service, U.S. Capitol Police, and participating local authorities for their work identifying and apprehending the suspect. Assistant Attorney General for National Security John A. Eisenberg and U.S. Attorney Robert J. Troester emphasized that threatening government personnel and attempting to intimidate election officials constitute serious federal offenses. Chief Postal Inspector Gary Barksdale also highlighted the role of postal investigators in intercepting suspicious mail and protecting the integrity of the nation’s mail system.

The investigation involved the FBI, U.S. Postal Inspection Service, U.S. Capitol Police, Oklahoma City Police Department, and Texas Department of Public Safety, including the Texas Rangers, with assistance from the U.S. Attorney’s Office for the Northern District of Oklahoma. The U.S. Attorney’s Office for the Western District of Oklahoma is prosecuting the case with assistance from the Justice Department’s National Security Division, Counterterrorism Section.

Federal authorities identified the prosecution as part of National Security Presidential Memorandum 7, a White House-directed initiative involving coordination among federal, state, and local agencies to address political violence while protecting constitutional rights. The case involves allegations of intimidation directed at individuals and institutions responsible for election administration, government operations, and public communication.

Martin has been charged but has not been convicted. The criminal complaint contains allegations that the government must prove beyond a reasonable doubt, and he is presumed innocent unless and until proven guilty in federal court.
