Three Russian nationals are facing charges for allegedly operating cryptocurrency mixing services Blender.io and Sinbad.io, platforms infamous for facilitating the laundering of stolen and illicitly obtained cryptocurrency. The indictment, announced by the U.S. Department of Justice, marks a significant step in the fight against cybercrime and state-sponsored hacking.
The Indictment and Arrests
Roman Vitalyevich Ostapenko, 55, and Alexander Evgenievich Oleynik, 44, were arrested on December 1, although their location has not been disclosed. A third defendant, Anton Vyachlavovich Tarasov, 32, remains at large. The indictment, issued by a federal grand jury in Georgia, charges the trio with conspiracy to commit money laundering and operating unlicensed money transmitting businesses. If convicted, they face prison sentences ranging from 20 to 30 years.
The Role of Blender.io and Sinbad.io
Blender.io operated from 2018 to 2022, advertising on cybercriminal forums with promises of no-logs policies and guaranteed anonymity for its users. When Blender.io was sanctioned and shut down by the U.S. Department of the Treasury in 2022, Sinbad.io emerged as its successor. Prosecutors allege that both platforms were instrumental in laundering funds stolen through ransomware, virtual currency theft, and other cybercrimes.
Sinbad.io was particularly notorious for being the “preferred mixing service” of North Korea’s Lazarus Group, a hacking collective responsible for some of the largest cryptocurrency heists in history. These included:
- $100 million stolen from Atomic Wallet customers in June 2023.
- $620 million stolen from Axie Infinity.
- $100 million stolen from Horizon Bridge.
Blockchain research firm Elliptic uncovered thousands of cryptocurrency addresses linked to Sinbad.io, further illustrating its deep entanglement with criminal activity.
Global Efforts to Dismantle Crypto Mixers
The takedown of Sinbad.io was a collaborative international effort. Law enforcement agencies in the Netherlands, Australia, and Finland played pivotal roles in the operation. The Department of the Treasury and blockchain analysts at Elliptic highlighted infrastructure ties between Blender.io and Sinbad.io, including shared cryptocurrency wallets.
The Treasury’s Office of Foreign Assets Control (OFAC) had previously sanctioned both Blender.io and Sinbad.io for their role in laundering cryptocurrency stolen by North Korea and ransomware groups. These mixers also facilitated transactions for Russia-linked ransomware groups like Trickbot, Conti, and Ryuk, as well as laundering funds from Russian darknet marketplaces such as Hydra.

Principal Deputy Assistant Attorney General Brent Wible emphasized that the defendants created “safe havens” for laundering criminally derived funds. These platforms not only facilitated profit for ransomware operators and state-sponsored hackers but also posed risks to public safety and national security.
A Broader Fight Against Crypto Mixers
The case against Blender.io and Sinbad.io is part of a broader effort by U.S. authorities to combat the misuse of cryptocurrency mixers. In recent years, platforms like Tornado Cash and others have been sanctioned or shut down for their role in enabling money laundering. Despite these efforts, the legal landscape remains complex, with court rulings such as the removal of sanctions against Tornado Cash in November 2024 highlighting the challenges of regulating these services.

The Justice Department continues to pursue accountability for cybercriminals exploiting cryptocurrency. Acting Special Agent in Charge Sean Burke of the FBI Atlanta Field Office reaffirmed their commitment:
“We maintained our focus on identifying the individuals responsible for its development and ensuring their accountability.”
