The European Union has imposed new sanctions targeting individuals involved in cyberwarfare and information operations against Ukraine, including a high-ranking North Korean intelligence official linked to the Lazarus Group.
North Korea’s Role in Russia’s War Effort
Among those sanctioned is Lee Chang Ho, a 58-year-old leader of North Korea’s Reconnaissance General Bureau (RGB), the country’s primary intelligence agency. The European Council accused Lee of:
- Deploying North Korean personnel to support Russia’s war effort in Ukraine
- Overseeing North Korea’s cyberattack units, including the notorious Lazarus Group and Kimsuky
- Coordinating North Korean soldiers on the battlefield, who may be engaged in irregular guerrilla warfare
Lee Chang Ho has previously been sanctioned by both South Korea and the United States for his leadership role in North Korea’s espionage, cyberattacks, and financial crimes. The RGB has long been responsible for North Korea’s covert operations, with hacker groups like Kimsuky, Lazarus, and Andariel playing key roles in cyber warfare.
Russia’s Disinformation Network Also Targeted
Beyond North Korea, the EU’s sanctions package targets Russian individuals and media outlets responsible for spreading pro-Kremlin propaganda.
Notable figures include:
- Kristina Potupchik, a Russian blogger known for leading anti-Ukraine media campaigns on behalf of Kremlin-linked clients
- Nikita Nagorny, an athlete accused of spreading pro-Russian propaganda
Additionally, eight Russian media outlets have been sanctioned for their role in spreading war propaganda, including:
- Eurasia Daily
- Lenta
- NewsFront
- RuBaltic
- SouthFront
- Strategic Culture Foundation
- Krasnaya Zvezda
“These media outlets have been instrumental in supporting Russia’s war of aggression against Ukraine, destabilizing its neighboring countries, as well as the EU and its member states,” the European Council stated.
This follows the EU’s earlier ban on Russian state-controlled media outlets like Russia Today and Sputnik, and its sanctions against the Prague-based Voice of Europe website for promoting pro-Russian narratives.
Western Crackdown on Russian Cyberwarfare
Russian-aligned hackers have also been in the crosshairs of Western governments.
- In 2023, the United States imposed sanctions on members of the Cyber Army of Russia Reborn (CARR)—a government-linked hacking group.
- CARR has engaged in DDoS attacks against Ukraine and its allies since 2022 and even compromised industrial systems at a U.S. energy company, taking control of fuel tank alarms and pumps.
A Broader Warfront Beyond the Battlefield
As the Ukraine conflict continues, cyberwarfare and disinformation campaigns have become key battlegrounds. The EU’s latest sanctions reflect an increasingly aggressive stance against both state-backed hackers and media-driven influence operations.
North Korea’s growing role in aiding Russia’s cyber efforts signals a dangerous expansion of global cyber threats, with groups like Lazarus not just stealing billions but actively supporting military conflicts through digital warfare.
