The German government has pushed back against assertions that foreign actors successfully manipulated the country’s recent federal election, countering claims made by a top intelligence official.
Konstantin von Notz, chair of the Bundestag’s intelligence committee and a Green Party member, told the Financial Times that Germans must “recognize that our elections are already being manipulated—and successfully manipulated.” His comments referenced the unprecedented gains made by the far-right Alternative für Deutschland (AfD) party, which secured 152 seats, and the far-left Die Linke party, which won 64 seats.
Government Denies Manipulation of Election Process
In response, a spokesperson for the Federal Ministry of the Interior and Home Affairs dismissed allegations that foreign interference altered election outcomes.
“There was no interference in the electoral process during the federal election. Thanks to the paper-based procedure, there is no doubt about the integrity of the election,” the ministry stated.
The government clarified that while no direct tampering with votes occurred, attempts at foreign influence in the information space were widespread before the election. These efforts aimed to undermine confidence in Germany’s democratic process and influence voter behavior.
Russia’s Role in Influence Operations
Officials acknowledged that Russia conducted covert influence operations before the election, attempting to sway public sentiment. The German security services had issued warnings just before polling day about fake videos circulating online—a tactic used to create distrust in the electoral system. These videos falsely showed:
- AfD missing from ballots
- Ballots marked for AfD being shredded
Authorities linked these videos to Storm-1516, a Russian-aligned group that Microsoft previously identified as interfering in the U.S. presidential election last year.
Measuring the Impact of Election Interference
While German officials downplayed the effectiveness of these operations, the broader debate over how to measure the success of foreign influence campaigns remains unresolved. Some experts argue that overestimating the impact of these efforts amplifies the adversary’s power, while others warn that governments lack proper mechanisms to assess their actual influence.
A 2019 British parliamentary inquiry on disinformation criticized this challenge, stating:
“The government cannot state definitively that there was ‘no evidence of successful interference’ in our democratic processes, as the term ‘successful’ is impossible to define in retrospect.”
Despite growing awareness of foreign election interference, Germany maintains that its electoral integrity remains intact, thanks to paper-based voting and security measures. However, the battle over narratives and public trust in democracy continues to evolve in an era of hybrid warfare and digital influence campaigns.
