However, McCourt’s vision goes beyond ownership; he sees TikTok as a potential catalyst for a fundamental restructuring of the internet itself.
At 70 years old, McCourt has spent recent years advocating for a decentralized, user-controlled digital landscape through his initiative, Project Liberty. His core belief? The internet is broken, and the centralization of data has given too much power to a handful of corporations and governments.
With the U.S. government pressuring TikTok’s parent company, ByteDance, to divest its American operations or face a nationwide ban, McCourt sees an opportunity. He isn’t just interested in buying TikTok—he wants to use it as a launchpad to reshape the internet into a system where individuals, not corporations, own their data.
A Vision for a New Internet
McCourt’s Project Liberty aims to address what he sees as the fundamental flaws in the internet’s current structure.
“We thought the internet would be democratizing. We believed it would make us smarter and advance civilization. But in reality, it has made us more divided, harder to govern, and more vulnerable to misinformation,” McCourt explained.
His goal is to introduce a new digital protocol—the Decentralized Social Networking Protocol (DSNP)—which would allow individuals to control their online identity, data, and relationships, rather than surrendering them to centralized platforms.
This protocol, McCourt argues, would function much like TCP/IP or HTTP, the fundamental building blocks of the internet. Just as those protocols enabled seamless connectivity and web browsing, DSNP would empower users to determine how their data is used across different platforms.
The TikTok Opportunity
The push to force ByteDance to sell TikTok’s U.S. operations stems from national security concerns raised by U.S. lawmakers, intelligence agencies, and regulators. TikTok’s algorithm and data policies have long been under scrutiny, with officials concerned about potential Chinese government influence over American user data.
For McCourt, the congressional pressure on ByteDance presents what he calls a “gift”—a chance to take ownership of TikTok and turn it into a platform that reflects the principles of Project Liberty.
“We have a solution,” McCourt said. “It would be a wonderful way to catalyze this upgraded internet—an alternative internet—with access to TikTok’s user base.”
However, the acquisition remains uncertain. McCourt acknowledges that China has labeled TikTok’s algorithm as national property, meaning any U.S. sale would likely exclude the core technology that makes TikTok function the way it does today.
Will China Sell?
At this stage, it remains unclear whether ByteDance and the Chinese government will opt to sell TikTok’s U.S. operations without its backend technology, or if they will decide to shut down TikTok in the U.S. entirely.
“We don’t know what China is going to do. We don’t know if they’re going to sell U.S. TikTok or just shut it down,” McCourt stated.
Despite this uncertainty, he remains optimistic that his proposal offers a viable path forward—one that aligns with the U.S. government’s security concerns while simultaneously revolutionizing the digital landscape.
What Would a Decentralized TikTok Look Like?
McCourt’s proposal envisions a TikTok that no longer operates under a centralized corporate model but instead functions as a decentralized, user-first platform where people own and control their data.
- Instead of clicking on terms and conditions that give platforms full control, apps would instead agree to user-defined conditions for data access.
- Users would own a single digital identity, rather than maintaining multiple logins and passwords across various platforms.
- Individuals could monetize access to their data, creating a more balanced digital economy.

Reddit Co-Founder Joins the Bid
McCourt’s bid for TikTok has also attracted Alexis Ohanian, co-founder of Reddit, who shares a similar vision for reforming the internet.
“Alexis bridges the worlds of social media and where technology is heading. He understands that individuals should own their identity and data,” McCourt explained.
Ohanian reportedly reached out to McCourt directly, eager to be involved in what McCourt describes as “a people’s bid” to reclaim digital autonomy.
Engagement with U.S. Officials
Given the national security implications of any TikTok acquisition, McCourt has been in active discussions with the White House and Vice President JD Vance’s office.
While he declined to reveal details, he confirmed that his team has been providing information and participating in ongoing conversations regarding the platform’s future.
