Denmark’s cybersecurity agency has issued a high-level threat warning about an increase in state-sponsored cyber espionage targeting telecommunications networks across Europe.
The warning, released Thursday, highlights growing concerns that European telecom providers are becoming prime targets for foreign intelligence operations. While the Danish report does not explicitly name China or Salt Typhoon, the statement aligns with U.S. warnings about Chinese-backed cyber operations that have targeted government officials and businesses.
A Rising Threat to Europe’s Communications Infrastructure
The Danish cybersecurity agency raised its official cyber espionage threat level to “high,” citing a surge in cyber espionage attempts against the European telecommunications sector in recent years.
“Foreign states hope to gain access to large amounts of data about customers’ use of the providers’ infrastructure by spying on telecom and internet service providers,” the report states.
Such espionage campaigns can allow state-backed hackers to:
- Monitor private communications and track individuals’ movements.
- Intercept sensitive government and business communications.
- Gain long-term access to core telecom infrastructure for future intelligence operations.
The report underscores that telecom networks are a top intelligence target because they provide direct access to massive amounts of real-time data.
Salt Typhoon: The U.S.-China Espionage Connection
The warning comes amid growing scrutiny of China’s global cyber operations.
The Salt Typhoon cyber espionage campaign first gained attention in the U.S. after hackers allegedly intercepted correspondence from both Donald Trump and JD Vance’s 2024 presidential campaigns.
While no European governments or businesses have publicly confirmed Salt Typhoon activity on the continent, a senior U.S. official revealed last year that European targets had been compromised.
Cybersecurity experts believe that:
- European intelligence agencies lack the attribution capabilities of their U.S. counterparts.
- European governments may be reluctant to publicly name China due to diplomatic concerns.
These factors may explain why Denmark’s report does not explicitly attribute the threat to any specific country.
China’s Global Data Collection Strategy
Denmark’s concerns are not isolated. Other Western intelligence agencies have also raised alarms about Chinese cyber threats.
- Canada’s intelligence services recently warned that China is accumulating billions of data points on politicians, public figures, and citizens worldwide.
- The U.S. Department of Justice (DOJ) has charged multiple Chinese government-employed hackers over their role in stealing sensitive data.
- The French cybersecurity agency ANSSI confirmed multiple cyber espionage incidents against telecom operators in France over the past two years.
While ANSSI has not formally attributed the attacks to China, it has acknowledged that state-sponsored actors compromised a core telecom network—an incident that security experts believe could be linked to a nation-state-backed espionage campaign.
The Bigger Picture: Global Cyber Warfare Over Telecom Networks
Denmark’s report marks the first formal acknowledgment from a European country that telecom providers are facing a heightened cyber espionage risk.
The concern is clear:
- Telecom networks are prime intelligence targets for foreign governments.
- State-sponsored cyber groups are becoming more aggressive in gaining access to critical infrastructure.
- European intelligence agencies are under pressure to improve cyber attribution and defend against long-term infiltration.
As China’s cyber operations expand, it remains to be seen whether more European governments will follow Denmark’s lead and issue their own public warnings.
For now, Denmark has made one thing clear: Europe’s telecom sector is a battleground in the escalating global cyber war.
