What Happened — and What Was Suppressed
On November 18, 2024, the Chinese vessel Yi Peng 3 damaged the C-Lion 1 cable, a major communications line running through the Baltic Sea. But unlike routine maritime accidents, this wasn’t clear-cut. The Swedish Accident Investigation Authority (SHK) has now published its findings — and they raise more questions than they answer.
Here’s what the SHK confirmed:
- Swedish, Finnish, and Estonian authorities were allowed aboard the ship.
- China obstructed normal procedures:
- No access to the ship’s Voyage Data Recorder
- No access to surveillance footage
- Crew interviews were restricted and monitored by Chinese officials
- Time constraints cut the investigation short
That’s not cooperation. That’s containment.
Two Scenarios, One Message: Obstruction = Suspicion
The SHK outlined two possible causes:
- Deliberate sabotage — the anchor was intentionally dropped to destroy subsea infrastructure.
- Negligent anchoring — the anchor came loose due to poor equipment or seamanship.
Problem? Neither scenario can be confirmed due to Chinese refusal to provide evidence.
But here’s the clincher: The ship dragged its anchor along the seabed for 1.5 days — unnoticed.
That is either:
- Incompetence at a scale that’s dangerous to global infrastructure, or
- Intentional sabotage hidden behind diplomatic smoke.
Either way, the lack of cooperation alone raises serious red flags.
Pattern of Incidents in the Baltic
This isn’t isolated.
- December 25, 2024: The Eagle S (another foreign vessel) drags its anchor 62 miles, severing multiple cables. 3 crew are still under criminal investigation in Finland.
- January 2025: The Vezhen, suspected of damaging a key link between Gotland and Latvia, is briefly seized and then released — weather blamed, despite early sabotage concerns.
- Ongoing: A spike in submarine cable disruptions throughout the Baltic, stoking fears of a Russian hybrid warfare campaign using civilian shipping as plausible deniability fronts.
While some European governments are publicly leaning toward “accidental causes,” the pattern is too consistent, the infrastructure too critical, and the timing too strategic to dismiss.
TRJ Analysis: This Is Infrastructure Warfare in the Gray Zone
Let’s break it down in TRJ terms:
- Subsea cables are digital arteries — if you can cut them, you don’t just interrupt communication, you cripple intelligence, surveillance, and economic continuity.

The Real Legal Loophole
Under international maritime law, accidents in international waters are typically investigated by the flag state — in this case, China. But if there’s credible suspicion of criminal activity — like sabotage — that authority can be overridden.
Problem is, sabotage is notoriously hard to prove — especially when the involved state refuses access and buries the evidence. Which is exactly what just happened.
What Sweden Said (and What They Didn’t)
The SHK did not accuse China of sabotage outright. But it did say:
“We cannot rule out that the anchor was deliberately deployed to damage seabed infrastructure.”
That is a huge statement for a national agency. Especially when paired with:
- Evidence suppression
- Delayed notification
- Lack of chain box damage
- Partial deformation of the anchor itself
They’re walking the diplomatic tightrope — but their findings say it all.
Strategic Implications
If this were sabotage:
- It represents a new theater of asymmetric warfare — civilian vessels used for targeted cable strikes
- It puts global infrastructure at risk — especially in tight straits and disputed waters
- It sends a signal: data lines are no longer safe
- And it challenges the EU/NATO to redefine what constitutes an act of aggression below the war threshold
This is gray zone warfare at sea, and it’s only escalating.
The Bigger Question: Who Controls the Ocean Floor?
This incident, and others like it, highlight a terrifying reality:
The next war may not just be fought in the skies or cyberspace — it may happen quietly on the seafloor.
And unless nations:
- Rethink undersea surveillance
- Protect critical infrastructure with joint response protocols
- And call out sabotage when it’s clear…
Then more ships will drag anchors. More cables will go silent. And more governments will say:
“We can’t rule out sabotage…”
Because saying more would mean admitting how little control they have.
