Despite multiple rounds of U.S. sanctions, the notorious Predator spyware continues its digital march—surfacing now in Mozambique for the first time. This isn’t just an isolated tech trace—it’s confirmation that Predator, and the shadow networks propping it up, are expanding operations across the African continent.
A new report by the Insikt Group reveals the deployment of Predator infrastructure tied to operators in Mozambique—marking a disturbing shift and expansion of the Intellexa Consortium’s client list. More than half of Predator’s known customers are now based in Africa, a continent increasingly targeted for surveillance experimentation, political manipulation, and silent digital repression.
INTELLEXA’S SHADOW: THE CONSORTIUM STILL OPERATES
Intellexa, the embattled surveillance collective officially sanctioned by the U.S. Department of Commerce in July 2023, is believed to be the architect behind Predator. Despite restrictions, the group has continued to push its software through shell companies, obscure funding flows, and unwitting corporate intermediaries.
In this latest finding, researchers tracked Predator infrastructure to corporate entities indirectly tied to Dvir Horef Hazan, a Czech tech entrepreneur previously exposed by European media for his alleged work with Intellexa. A reported €3 million transfer between Intellexa and Hazan’s companies was uncovered during a Greek law enforcement probe involving Predator’s targeting of journalist Thanasis Koukakis.
The paper trail may be murky—but the infrastructure is real.
PERSISTENCE THROUGH EVOLUTION
While the backbone of Predator’s infrastructure remains consistent, its payload has evolved. The malware’s infection techniques have become stealthier, more resistant to forensic analysis, and more compartmentalized in its execution.
Insikt’s technical analysis confirms:
- Infrastructure obfuscation: Domain relays and server hops have increased, masking server origins and blocking IP attribution.
- Modular payload refinement: Predator’s modules now shift dynamically based on device defenses, meaning each infection looks different.
- Harder-to-detect implants: Fileless execution and RAM-resident payloads are increasingly used to avoid detection by antivirus systems and mobile security platforms.
THE AFRICA QUESTION: WHY MOZAMBIQUE?
Mozambique may seem like an unlikely candidate for advanced spyware deployment—but that’s precisely the point. Quiet political climates, fragile digital oversight, and a growing trend of outsourced surveillance make such regions ripe for experimentation.
