In what many cybersecurity experts are calling a hollow gesture, the notorious Hunters International ransomware gang announced this week that it is shutting down operations and releasing free decryption tools for its prior victims.
In a carefully worded statement posted to its darknet extortion site, the gang wrote, “After careful consideration and in light of recent developments, we have decided to close the Hunters International project.” The group provided no details about what those “recent developments” were, but added that the decision “was not made lightly, and we recognize the impact it has on the organizations we have interacted with.”
Despite the dramatic announcement, the so-called “free” decryption keys are unlikely to provide much relief for victims. According to security analysts, including incident response teams familiar with Hunters International’s ransomware, the group’s decryption tools are notoriously unreliable and poorly coded — often failing to fully recover locked systems even after a ransom is paid.
The group claimed its goal was to allow previous targets to recover encrypted data without paying extortion fees, stating, “We understand the challenges that ransomware attacks pose, and we hope that this initiative will help you regain access to your critical information swiftly and efficiently.”
But few in the cybersecurity world are buying this sudden act of goodwill.
A Familiar Pattern: Shutdown or Rebrand?
Hunters International operated for just under two years but managed to extort or target hundreds of organizations globally — including a prominent Seattle-based cancer treatment center and even the U.S. Marshals Service. However, many analysts believe this shutdown announcement is less about remorse and more about strategy.
This isn’t the gang’s first exit attempt. In late 2023, the group previously announced it would cease operations under mounting scrutiny — only to resurface shortly after with no meaningful changes to its tactics.
Earlier this year, cybersecurity firm Group-IB published research indicating that Hunters International’s core administrators were already laying the groundwork for a rebrand under a new identity: World Leaks — a so-called “extortion-only” operation that abandons ransomware encryption in favor of pure data theft and leak-based blackmail.
World Leaks: The New Front for Old Faces
World Leaks is already active and brazenly operating with a darknet site that mirrors the design of Hunters International’s previous portal. Its homepage prominently displays logos of major global newspapers and invites journalists to apply for “early access” to insider information and upcoming victim leaks.
This strategic move toward direct extortion mirrors a growing trend among ransomware gangs shifting away from encryption toward data theft and media manipulation.
Group-IB researchers have linked the same core operators to both Hunters International and World Leaks, noting strong overlaps in infrastructure, attack methods, and code reuse.
Possible Hive Connections Resurface
Group-IB also found notable similarities between Hunters International’s tools and those previously used by the Hive ransomware group, which was dismantled by international law enforcement in early 2023.
While Hunters International claimed it had “purchased” Hive’s source code to bootstrap its operation, many experts suspect this was a cover story. Internal communications observed on darknet forums suggest that many cybercriminals openly referred to Hunters International as “Hive” in Russian (хайв), hinting at deeper ties.
Group-IB investigators stated:
“Additionally, cybercriminals involved with ransomware claimed that they were contacted by the Hunters International’s administrator using the same instant messaging accounts previously linked to Hive operations. Based on available evidence, we assess with moderate confidence that Hunters International was likely a direct rebrand of Hive.”
A Rinse-and-Repeat Playbook
If history is any guide, this latest shutdown is unlikely to signal an end to the group’s activities. Instead, it may simply mark another tactical rebranding — part of a growing pattern in which ransomware crews adopt fresh names, slightly adjust their methods, and return to business as usual after laying low for a few months.
This approach allows them to:
- Evade mounting law enforcement pressure,
- Distance themselves from earlier attacks,
- Diminish legal risk for ongoing members,
- Rebuild reputation under a new brand.

Let’s call it what it is: This isn’t a shutdown. It’s a costume change.
These groups don’t retire. They evolve, rebrand, and return under new names — often stronger, smarter, and harder to track. Whether it’s Hive, Hunters International, or World Leaks, the faces may change, but the methods remain the same.
The key question isn’t whether they’re gone. It’s who’s next on their target list — and whether anyone’s ready.
