A high-stakes investigation is unfolding in Mexico, one that could drag a former president deep into the murky world of global spyware dealings and transnational corruption.
Mexico’s Attorney General Alejandro Gertz Manero confirmed Tuesday that his office has opened an official probe into explosive allegations that former President Enrique Peña Nieto took bribes from Israeli businessmen in exchange for awarding lucrative government contracts—many tied to spyware technology.
At the center of the storm is Pegasus, the infamous spyware created by NSO Group, the Israeli cyber-arms company linked to some of the most intrusive surveillance campaigns of the last decade.
The Allegation: $25 Million in Dirty Deals
The investigation was triggered by a report from TheMarker, an Israeli business outlet owned by the Haaretz Group. According to their reporting, two Israeli businessmen—Uri Ansbacher and Avishai Neriah—entered arbitration in Israeli courts to resolve a bitter dispute over profits from a massive $25 million payment allegedly made to Peña Nieto during his presidency.
That payment, the report claims, was intended to secure multiple security contracts from the Mexican government—including procurement of Pegasus spyware licenses.
Bribes Disguised as “Investments”
The alleged scheme was cloaked under the guise of a “joint business investment.” Arbitration filings reportedly contain sworn statements from both businessmen describing how their funds were funneled to “the elder man” referred to as “the N,” widely presumed to reference Peña Nieto based on matching timelines and his nickname.
The filings detail that, in return for the $25 million payment, the businessmen’s companies secured extensive contracts for surveillance technology—contracts granted during Peña Nieto’s administration.
Stonewalling and Legal Hurdles
Gertz Manero acknowledged that his office currently lacks hard proof beyond the TheMarker report, but stated that the names, dates, and documents cited give prosecutors a “clear investigative roadmap.”
His office has formally requested the underlying documents from Israeli authorities—though the AG admitted that previous Mexican attempts to investigate Pegasus-related scandals were routinely stonewalled by the Israeli government.
“We are under no illusions about the challenges of international cooperation in this case,” Gertz Manero stated bluntly.
Denials and Familiar Defenses
Peña Nieto responded via X (formerly Twitter), flatly denying the accusations and dismissing the report as “completely false.”
“I regret to come across articles that, lacking the minimum journalistic rigor, make rash and malicious claims,” Peña Nieto wrote, insisting he has never met Ansbacher or Neriah.
However, Peña Nieto’s denials follow a familiar pattern. He has previously faced numerous corruption investigations, including accusations of accepting bribes from the Odebrecht scandal and from Mexican corporate giants—but has never been formally charged.
A Long History of Surveillance Abuses Under Peña Nieto
During his 2012–2018 presidency, Mexico became one of the largest known clients of NSO Group’s Pegasus spyware. Investigations by Citizen Lab and other digital forensics groups documented dozens of cases where Pegasus was used to hack journalists, human rights defenders, opposition politicians, and even government scientists.
In 2021, the Pegasus Project—a global investigative effort led by an international media consortium—revealed that some 15,000 Mexican phone numbers were potentially flagged for surveillance during Peña Nieto’s presidency, based on a leaked list tied to NSO clients.
The list included:
- Anti-corruption activists
- Politicians from rival parties
- Prominent journalists and media executives
- Family members of drug cartel victims
NSO’s Deafening Silence
NSO Group has not publicly commented on the case, continuing its long-standing strategy of media silence while under legal fire across multiple countries.
Israel’s government, which closely regulates NSO exports under defense licensing laws, has historically shielded the firm from foreign investigations—citing national security.
The Broader Implication: A Global Spyware Pipeline
This case isn’t just about Mexico. It highlights a growing global trend:
- Spyware diplomacy: Countries buying surveillance tools not just for national security—but for political leverage, corporate deals, and silencing dissent.
- Dark money channels: Bribes disguised as “investments” to buy political protection for spyware firms.
