In a move sending shockwaves across Europe’s cybersecurity and intelligence communities, Czechia’s National Cyber and Information Security Agency (NÚKIB) has officially designated Chinese artificial intelligence firm DeepSeek as a “national security risk,” ordering an immediate ban of its software on all government devices and warning of severe espionage risks tied to its use.
The warning is the latest—and perhaps most direct—official action against DeepSeek, an AI company that has been quietly gaining global traction with its low-cost, high-performance large language models (LLMs), which some experts fear could be a Trojan horse for China’s intelligence apparatus.
The Threat: AI as a Digital Spy
In its scathing technical report, NÚKIB found that DeepSeek’s mobile application “almost certainly collects all user-provided content”—including conversations with its chatbot and any related services.
But more troubling, NÚKIB’s analysis concluded that:
This data is stored on servers located not just in China, but also in the Russian Federation—creating a dual-layer intelligence threat.
Under China’s extensive surveillance laws, DeepSeek can be compelled to provide data to Chinese intelligence agencies at any time—whether the company is willing or not.
“It is highly likely that the People’s Republic of China (PRC) will use the capabilities of DeepSeek’s products for intelligence activities,” NÚKIB stated bluntly.
Founder Ties to Dual-Use Military Research
The report also raises direct concerns about DeepSeek’s founder, Liang Wenfeng—a researcher with ties to dual-use technologies designed for both civilian and military applications.
NÚKIB’s investigation uncovered Wenfeng’s past collaborations with professors who hold patents on autonomous vehicle operations in unpredictable battlefield environments—technologies with obvious military relevance.
“The founder of DeepSeek was probably also involved in research on dual-use technologies during his academic studies,” the agency warned.
The Legal Weapon: China’s Surveillance Laws
NÚKIB points to several Chinese laws that make the situation effectively unavoidable:
- National Intelligence Law (2017)
- National Security Law (2015)
- Counter-Espionage Law (2014)
- Company Law (2013)
Under these statutes, Beijing can legally compel companies to cooperate with intelligence operations—and employees can face punishment for resisting.
Even if DeepSeek were fully independent—unlikely in itself—Chinese law strips away that autonomy.
A Pattern of Digital Infiltration
The Czech warning follows mounting international backlash:
- 10 countries, including Australia, Canada, Italy, the Netherlands, South Korea, and India, have issued similar restrictions or warnings.
- U.S. lawmakers are actively pushing to ban DeepSeek’s use in federal systems.
NÚKIB emphasized that Czechia has been a longstanding target of Chinese cyber-espionage efforts, noting a recent attempted breach at the Czech Ministry of Foreign Affairs linked to Beijing-backed actors.
“Given China’s previous espionage activities, its ongoing campaigns against EU and NATO states, and its heavy-handed national security laws, it is highly likely that DeepSeek’s products will be leveraged for intelligence operations,” the Czech agency concluded.

The fact that its backend also includes Russian servers adds another disturbing layer—creating an opaque data pipeline between Beijing and Moscow at a time when both regimes are deepening strategic cooperation.
AI tools are the new front in digital espionage—and DeepSeek may already be embedded inside thousands of devices worldwide.
This warning isn’t just about Czechia’s sovereignty. It’s about the future of AI-driven surveillance capitalism, and whether nations can defend themselves against software designed to look helpful—but built to serve foreign powers.
