Legal Action: The U.S. Indicts Ryuk Operators for Global Cyber Assaults
The U.S. Department of Justice has formally charged multiple foreign nationals in connection with Ryuk, one of the most infamous ransomware operations of the past decade. This includes Karen Serobovich Vardanyan, 33, an Armenian national extradited from Ukraine, who now faces a seven-day jury trial set to begin on August 26, 2025.
According to prosecutors, Vardanyan and his co-conspirators are responsible for over 2,400 ransomware attacks between March 2019 and September 2020, with targets ranging from U.S. hospitals to state and local government networks. The DOJ alleges their actions caused “severe disruption” to critical systems, especially during the height of the COVID-19 pandemic, when hospitals were targeted at maximum vulnerability.
If convicted, Vardanyan faces:
- Up to 5 years in federal prison
- 3 years of supervised release
- $250,000 in fines per count
Arrests, Extraditions & Open Warrants
- Karen Vardanyan was arrested in Kyiv in April 2025, extradited on June 19, and appeared in U.S. federal court the next day.
- Levon Georgiyovych Avetisyan, 45, also Armenian, was arrested in France and is pending U.S. extradition.
- Oleg Nikolayevich Lyulyava and Andrii Leonydovich Prykhodchenko, both 53 and Ukrainian nationals, were also indicted but remain at large.
- Ukrainian authorities confirmed Vardanyan had been on the FBI’s international wanted list.
Ryuk’s Legacy: Malware with a Death Toll
Ryuk ransomware first emerged in August 2018, rapidly becoming a primary tool in high-impact, high-ransom attacks across critical infrastructure. It was typically deployed after Trickbot infections, a sophisticated trojan capable of stealing credentials and gaining deep system access across networks.
Ryuk was known for:
- Disabling hospital systems during medical emergencies
- Locking entire municipalities out of digital records and communications
- Extorting victims for multi-million dollar ransoms in Bitcoin or Monero
- Triggering manual shutdowns of police, fire, and emergency services
The FBI confirmed Ryuk actors netted over $15 million in ransom during their campaign — though the real figure may be far higher given underreporting from both private firms and public entities.
Trickbot, Russia & the Cybercriminal Nexus
Ryuk operations were deeply entwined with the Trickbot malware framework, a modular trojan created and maintained by a Russian-linked cybercrime syndicate. Trickbot infected hundreds of thousands of systems globally, harvesting credentials and paving the way for Ryuk to deploy ransomware inside targeted environments.
This led U.S. authorities to previously dismantle Trickbot’s infrastructure, but the human operators behind Ryuk proved more elusive — until now.
“This indictment is part of a global effort to hold cybercriminals accountable — especially those who weaponize ransomware to target hospitals and governments during global crises,” DOJ officials stated.

Still, two key suspects remain at large. Whether they are hidden, protected, or resettled by allied cyber actors remains unknown.
