The Cybersecurity and Infrastructure Security Agency (CISA) is facing operational uncertainty as it moves toward a major workforce restructuring. Internal communications and meeting audio obtained this week confirm that the plan to reorganize and reduce the agency’s workforce has been drafted but remains under multi-agency review — and is unlikely to move forward until new leadership is in place.
Approximately 1,300 positions are expected to be affected, though specific details on the breakdown remain pending.
Leadership Transition Adds to Timeline
In a recent staff briefing, Acting Director Bridget Bean stated that the plan will undergo review by the Department of Homeland Security (DHS), the White House, and the Office of Personnel Management (OPM). She also confirmed that input from incoming director nominee Sean Plankey will be factored in before final decisions are made.
“We’re onboarding our political leadership and… preserving decision space for him,” Bean said.
Until Plankey’s nomination is confirmed and he is formally in position, the restructuring process is likely to remain paused.
Potential Impacts on Key Units
Sources indicate that the National Risk Management Center (NRMC) may see a notable reduction in staffing. The NRMC plays a central role in analyzing systemic risks across sectors such as telecommunications, transportation, energy, and financial infrastructure.
CISA has not publicly confirmed which departments would be most affected.
Ongoing Senate Hold on Nomination
Meanwhile, Senator Ron Wyden (D-OR) has placed a hold on Plankey’s nomination. His office confirmed that the hold is linked to an unreleased 2022 report detailing cybersecurity concerns related to U.S. telecommunications systems. While the report remains classified, Wyden is urging the agency to release an unclassified version for transparency.
A hold does not block a hearing or committee vote but can delay a full Senate floor vote on a nomination.
CISA declined to comment on the matter.
Telework Policy Change Raises Concerns
In addition to the restructuring, employees were informed of a new on-site reporting policy set to begin May 5. Staff who live within 50 miles of a CISA office will be required to return to in-person work, often with just one day’s notice.
“If we notify you today, you are expected to report tomorrow,” a CISA official stated.
Some employees may be assigned to conference rooms or operational spaces due to limited desk availability. CISA officials confirmed that personal leave must be used if employees cannot comply with the return-to-office directive on short notice.
Agency Role and Recent Activity
CISA has played a key role in defending U.S. digital infrastructure, including:
- Coordinating with state governments on ransomware incident response
- Issuing zero-day advisories for critical sectors
- Supporting vulnerability disclosure efforts
- Working alongside private sector researchers on national cyber risks
The agency’s long-term structure and staffing plans will remain under review as the nomination process for new leadership continues.
