Former Connecticut IT Consultant Pleads Guilty in Computer Intrusion and Fraud Scheme Targeting Funeral Services Business

NEW HAVEN, Conn. — A former Shelton, Connecticut resident has pleaded guilty in federal court to a fraud offense connected to a computer intrusion scheme that disrupted the operations of a funeral services company and resulted in unauthorized financial transactions tied to the victim business’s bank account.

Federal officials announced that Billie Conley Jr., 46, formerly of Shelton, pleaded guilty before U.S. District Judge Victor A. Bolden in New Haven to wire fraud stemming from activities involving unauthorized remote access to a client’s computer network infrastructure.

According to federal court documents and statements made during proceedings, Conley owned and operated Ridgefield Tech, LLC, an information technology consulting business that provided network and computer support services.

Investigators stated that in approximately September 2023, the owner of a funeral services company hired Conley to install a computer network and video surveillance system for the business. During the installation process, authorities stated Conley secretly installed remote access software on the company’s systems without authorization, allowing him to maintain covert access to the network infrastructure after the work was completed.

Federal prosecutors stated the business began experiencing repeated service disruptions shortly after the network installation. The issues reportedly forced the company owner to repeatedly contact Conley for technical support and repairs, generating additional service fees.

Court documents showed Conley later attempted to persuade the business owner to enter into a recurring monthly IT service agreement through Ridgefield Tech beginning in February 2024 instead of relying on individual service calls. The business owner declined the proposed contract.

Federal investigators stated that between January and September 2024, Conley remotely disabled the company’s computer network on 21 separate days, preventing the business from conducting normal operations during those periods.

Authorities stated the disruptions eventually forced the victim company to hire another technology firm to regain control of its network systems. Investigators said the replacement company encountered significant difficulty recovering access to portions of the infrastructure originally installed by Conley, resulting in additional labor costs and replacement equipment expenses for the victim business.

The investigation further revealed that between June and August 2024, Conley unlawfully used the funeral company’s bank account information to make approximately $9,070 in payments benefiting himself and Ridgefield Tech.

The case reflects continuing federal focus on insider-enabled cybercrime, unauthorized network access schemes, and the abuse of privileged access by contractors or technology service providers. Cybersecurity investigators have increasingly warned businesses about risks involving trusted third-party vendors who maintain long-term administrative access to critical systems and financial infrastructure.

Conley pleaded guilty to wire fraud, a federal offense carrying a maximum sentence of 20 years in prison. He has also agreed to pay restitution connected to the financial losses caused by the scheme.

Federal officials stated Conley has remained in state custody on unrelated charges since December 2, 2024. A sentencing date has not yet been scheduled.

The Federal Bureau of Investigation investigated the case.
