These groups — linked to the Chinese Ministry of State Security (MSS) — were observed using credential phishing, malware implants, supply chain interception, and even rogue job offers to siphon off sensitive information.
In parallel, China has been racing to develop its domestic chipmaking capabilities via SMIC (Semiconductor Manufacturing International Corporation) — a firm under U.S. export controls. Yet without the ultra-precise EUV tools and bleeding-edge process knowledge, progress remains years behind.
This disparity drives the desperation. If China cannot develop its own, it must acquire it — by any means necessary.
THE IMPOSSIBILITY OF STEALING IT ALL?
In a shareholder meeting this June, TSMC CEO C.C. Wei addressed the persistent threat of espionage. His words were clear:
“The complexity of manufacturing 2nm semiconductors is beyond the capacity of an individual, ten people, or even a hundred, to steal.”
While the theft of a single schematic or design document may not compromise the full production chain, even partial leaks can serve as critical clues in reverse engineering, bypassing research timelines, or streamlining national competitor initiatives.
TSMC intentionally compartmentalizes sensitive R&D operations, ensuring no one engineer can access or comprehend the entire design blueprint. Additionally, the production involves proprietary tools and calibration sequences that are nearly impossible to replicate without internal calibration libraries and vendor cooperation.
Nonetheless, the leak occurred — and it almost made it out.
