BERLIN DISCONNECTS TWO STATE MINISTRIES FROM GOVERNMENT NETWORK AFTER SECURITY BREACH

BERLIN, GERMANY — August 18, 2026 — Berlin authorities disconnected two state ministries from the city government’s information technology network after discovering a security breach affecting part of the government environment.

The Senate Department for Urban Development, Building and Housing and the Senate Department for Mobility, Transport, Climate Protection and the Environment have remained isolated from the Berlin state network since Friday, August 14.

The Berlin Senate Chancellery said the separation was carried out as a precaution to protect the wider government network while technical personnel investigate the incident.

“The security of the state network is the top priority,” the Senate Chancellery said. “For investigative reasons, no further specific information about the scope or background can currently be provided.”

Authorities have not disclosed when the unauthorized activity began, when it was first detected or how access was obtained. The government has also not identified the affected systems, exposed accounts or security weakness involved.

No information has been released establishing whether the incident involved ransomware, destructive malware, credential theft, data exfiltration or another form of unauthorized network access. Berlin authorities have not attributed the breach to an individual, criminal organization or state-backed group.

The two affected ministries oversee substantial areas of public administration. The urban development ministry is responsible for housing, construction, planning and related administrative functions. The mobility and environmental ministry manages areas that include transportation, traffic policy, environmental protection and climate programs.

Disconnecting both ministries from the shared state network may limit access to connected applications and administrative resources while the security review continues. Berlin officials have not published a complete list of disrupted services or confirmed whether any public applications, payments or case-processing systems are unavailable.

The containment action is intended to prevent suspicious activity from reaching additional government systems. Separating affected networks can restrict communication between compromised devices and other connected infrastructure while investigators preserve evidence and determine the possible scope of access.

The ministries remain government institutions with responsibilities that continue during the investigation. Authorities have not stated what temporary systems or alternative procedures are being used to maintain operations while normal network connections remain unavailable.

Before restoring access, technical teams may need to examine servers, workstations, user accounts, remote connections and security logs. Systems can also require credential changes, security updates or rebuilding if investigators cannot establish that they remain trustworthy.

The decision to disconnect two major ministries indicates that authorities considered the potential risk to the wider state network serious enough to justify an extended interruption. The containment action does not establish that every system within either ministry was compromised.

Berlin has not announced whether law enforcement, national cybersecurity authorities or external incident-response specialists are assisting with the investigation. The Senate Chancellery has also not disclosed whether affected individuals or organizations will receive notifications concerning possible data exposure.

There is currently no public timetable for reconnecting the two ministries. Their return to the state network will depend on the investigation, containment of the affected environment and confirmation that restored systems can operate without placing other government infrastructure at risk.

The investigation remains active, and Berlin authorities have indicated that additional technical details will remain restricted while the security review continues.
