Orange Belgium confirmed on Wednesday that a cyberattack had compromised the personal data of 850,000 customer accounts, making it one of the largest breaches to strike the Belgian telecom sector in recent years.
While the company stressed that no passwords, email addresses, or financial details were accessed, the data set exposed remains highly sensitive. Attackers gained access to names, telephone numbers, SIM card identifiers, tariff plans, and—critically—PUK (Personal Unblocking Key) codes. These 8-digit codes are designed as a last line of defense for mobile subscribers, used to unblock SIM cards when a PIN is entered incorrectly multiple times. With access to PUK codes, attackers could bypass one of the strongest protections on mobile devices, opening the door to SIM swap attacks, fraudulent porting, and identity-based fraud.
Orange Belgium says it contained the breach by blocking access to the affected IT system and hardening security measures, while filing an official complaint with judicial authorities and alerting Belgium’s data protection regulators. Affected customers are being contacted via email and SMS and are being urged to remain vigilant for phishing attempts, social engineering attacks, and SIM-related fraud.
The incident comes on the heels of a separate cyberattack at the parent company, Orange Group, which reported a breach of one of its internal systems on July 25. While the group initially claimed no customer data had been stolen, it has not confirmed whether the two attacks are related.
Security experts point out that even when passwords and financial details remain untouched, the exposure of SIM and PUK data represents a critical risk vector. With these details, attackers could intercept SMS messages, hijack multi-factor authentication (MFA) flows, and gain unauthorized access to banking apps, cryptocurrency wallets, and enterprise logins. In other words, the breach is not just a telecom issue — it could cascade into financial theft, espionage, and broader identity compromise across Belgium and beyond.
The company’s delay in disclosure has also raised questions. While Orange Belgium claims to have moved swiftly once the intrusion was detected, it did not clarify when the breach first occurred, how long attackers had access, or whether the compromise stemmed from an insider, a vulnerability, or a third-party partner.
