The Atlantic Council’s new report maps a spyware economy that continues to metastasize — and it shows that American capital is fueling the fire. In 2023, just 11 U.S. firms were tied to spyware entities. In 2024, that number nearly tripled to 31, making the United States the single largest financial hub sustaining spyware development.
This surge comes in direct contradiction to official U.S. policy, which has placed multiple spyware companies on the Commerce Department’s Entity List and imposed visa restrictions on executives tied to the trade. Yet, behind the sanctions and speeches, private equity and venture capital are carving out lucrative positions in firms whose tools are used to track dissidents, journalists, and political targets.
Infrastructure at Risk
- Paragon (Graphite spyware): Acquired by Florida-based AE Industrial Partners in 2023. Graphite has been linked to attacks against 90 WhatsApp users across more than two dozen countries, including journalists in the Netherlands and Italy.
- Candiru (mercenary spyware): Despite being on the U.S. Entity List since 2021, Candiru’s parent firm Saito Tech Ltd received investment from U.S.-based Integrity Partners in early 2024.
- Resellers & Brokers: The report highlights that resellers and intermediaries are not just side players, but central actors. They build the corporate smokescreens that allow spyware companies to avoid detection, obscure ownership, and tap new markets.
- Expanding Geography: Beyond the usual centers (U.S., Israel, Italy), spyware entities are now emerging in Japan, Malaysia, and Panama — showing a pivot toward new jurisdictions less constrained by Western oversight.
Policy / Allied Pressure
The Biden administration has publicly condemned mercenary spyware, even adding visa restrictions and supporting international initiatives to curb its spread. Yet the report makes clear: Wall Street is undercutting Washington.
Investment flows are moving faster than regulatory guardrails. Entity Listings complicate exports but do little to stop private equity deals. Complex corporate structures, shell entities, and offshore holding firms are exploiting gaps in enforcement.
As Sarah Graham, co-author of the Atlantic Council report, bluntly states:
“Resellers and brokers contribute to the sprawling and opaque spyware supply chain. Complex corporate structures and jurisdictional workarounds make attempts at transparency and accountability challenging, with effectively no policy response to curb this dimension of the market.”

Big Tech is responding on the technical front, but not without limitations:
- Apple’s iPhone 17 will ship with Memory Integrity Enforcement (MIE), a new hardware-level safeguard designed to limit spyware’s exploitation chains. While Apple acknowledges “there’s no such thing as perfect security,” MIE narrows the window attackers can exploit, forcing spyware operators to invest more in R&D.
- WhatsApp has continued its legal fight against NSO Group and related spyware vendors, but the persistence of new entrants like Paragon and Candiru illustrates a game of whack-a-mole.
