Former Kansas Emergency Responder Pleads Guilty to Distributing Child Sexual Abuse Material

KANSAS CITY, Kan. — A former Kansas emergency medical technician has pleaded guilty to distributing child sexual abuse material through social media accounts that he repeatedly replaced after platforms suspended or terminated them.

Dylan Jamescupp, 34, of Ottawa, pleaded guilty to one count of distribution of child pornography, according to federal court documents.

The guilty plea establishes Jamescupp’s responsibility for the distribution offense. His case is no longer at the allegation stage, although his sentence has not been determined.

Between July 2021 and September 2022, Jamescupp uploaded and traded child sexual abuse material through social media platforms. When an account was suspended or terminated, he created another account and continued the activity.

The repeated creation of replacement accounts allowed the conduct to continue across multiple platforms or account identities despite enforcement actions intended to stop it.

The National Center for Missing and Exploited Children received multiple cybertip reports connected to Jamescupp. NCMEC forwarded the information to the U.S. Secret Service for further examination.

Federal agents executed a search warrant at Jamescupp’s home in March 2024 and seized electronic devices for forensic analysis.

Investigators recovered 2,675 files containing child sexual abuse material, consisting of 2,306 photographs and 369 videos.

Jamescupp told investigators that he had viewed sexual exploitation material involving children as young as eight years old.

Phone location data also indicated that Jamescupp received CSAM while at the Kansas City, Kansas Fire Department, where he worked as an emergency medical technician before agents searched his residence.

Federal authorities did not state that he used fire department equipment or systems to access the material. The disclosed evidence concerned the location of his phone when material was received.

Distribution is legally distinct from possession because it involves transmitting, sharing or otherwise making prohibited material available to another person. Jamescupp admitted that his conduct included uploading and trading the material online.

Each image or video represents documented abuse involving a child. Federal authorities use the term child sexual abuse material because it identifies the content as evidence of exploitation rather than lawful adult material.

Jamescupp is scheduled to be sentenced on November 3, 2026. A federal district court judge will determine the sentence after considering the U.S. Sentencing Guidelines, applicable statutes and other factors presented during the sentencing process.

The U.S. Secret Service investigating the case. Assistant U.S. Attorney Audrey McCormick is prosecuting it for the District of Kansas.

The prosecution was brought through Project Safe Childhood, a nationwide initiative launched in May 2006 to coordinate federal, state and local efforts against the sexual exploitation of children.

Project Safe Childhood is led by U.S. Attorneys’ Offices and the Child Exploitation and Obscenity Section. Its work includes identifying offenders who use the internet to exploit children, locating victims and coordinating prosecutions involving child sexual abuse material.
