MARYLAND — A Maryland man has been sentenced to 15 years in federal prison after admitting he attempted to provide material support to the foreign terrorist organization ISIS and took concrete steps toward traveling overseas to join the group. Federal authorities said he also discussed carrying out a terrorist attack within the United States if he was unable to leave the country.
According to the U.S. Department of Justice, Michael Sam Teekaye Jr., 22, was sentenced by U.S. District Judge Adam B. Abelson to 15 years in federal prison, followed by lifetime supervised release, after pleading guilty to attempting to provide material support to a designated foreign terrorist organization.
The investigation was conducted by the Federal Bureau of Investigation (FBI) and its Joint Terrorism Task Force (JTTF), which disrupted the plot before any attack could be carried out.
Federal investigators determined that between March and April 2023, Teekaye repeatedly communicated with an undercover law enforcement officer about his desire to travel to Africa and become what he described as a fighter for ISIS. During those conversations, he openly expressed his support for the terrorist organization and outlined plans to leave the United States to join its ranks.
Authorities said Teekaye also discussed an alternate plan if he was unable to travel overseas. According to court documents, he stated that he intended to carry out an attack inside the United States targeting members of the Jewish community and individuals or organizations that support Israel. Investigators said he researched locations near his residence associated with Jewish and Israeli organizations and discussed attacking people connected to those facilities.
As the investigation continued, federal authorities documented several actions they said demonstrated Teekaye’s commitment to carrying out his plans.
Court records show that during May and June 2024, Teekaye purchased ammunition and rented range time at a shooting range in Severn, Maryland. He later told the undercover officer those visits were intended as weapons training in preparation for future attacks.
In July 2024, Teekaye attempted to purchase a Kalashnikov K-9 9mm firearm, but the transaction was denied because he was serving probation in an unrelated state criminal matter.
Federal investigators also discovered that between August and October 2024, Teekaye communicated with an individual identified as an ISIS fighter in Somalia regarding travel arrangements. According to prosecutors, he planned to travel from the United States to Turkey, continue into Ethiopia, and then illegally cross the border into Somalia, where he intended to join ISIS.
Investigators said Teekaye received an Ethiopian electronic visa and airline tickets associated with that travel plan. He also provided the undercover officer with screenshots showing an itinerary for a flight departing Baltimore/Washington International Airport (BWI) on October 14, 2024, with travel through London before arriving in Istanbul, Turkey.
Days before the scheduled departure, authorities said Teekaye sent the undercover officer a photograph of himself wearing a black mask while holding a large machete, accompanied by statements expressing his willingness to achieve either victory or martyrdom. When asked whether he was certain about joining ISIS, prosecutors said he replied that he had researched the organization extensively and believed it represented what he viewed as the correct path.
On October 14, 2024, FBI agents arrested Teekaye at Baltimore/Washington International Airport after he checked in for his international flight and cleared airport security.
Following his arrest, prosecutors said Teekaye made multiple unsolicited statements reaffirming his commitment to violent jihad and threatened future acts of violence after serving any prison sentence. Authorities also stated that he threatened correctional personnel, referenced previous ISIS attacks, and physically assaulted an FBI agent by kicking and spitting during the arrest.
A subsequent court-authorized search of Teekaye’s cellphone uncovered additional evidence supporting the investigation. According to federal authorities, the device contained internet searches involving Jewish and Israeli individuals and organizations located in Howard County, Maryland. Investigators also recovered searches related to breaking into homes and avoiding detection following a homicide.
One targeted individual, a local rabbi, submitted a victim impact statement to the court and personally addressed the judge during sentencing, describing the emotional impact the threats had on both himself and the broader Jewish community.
Federal prosecutors noted that after Teekaye pleaded guilty—but before sentencing—correctional officers discovered two homemade weapons inside his jail cell, including a large improvised knife. Authorities presented the discovery as additional evidence of his continued dangerous behavior while in custody.
ISIS, formally known as the Islamic State of Iraq and Syria, remains designated by the United States as a Foreign Terrorist Organization (FTO). Under federal law, it is a serious criminal offense to knowingly provide or attempt to provide material support or resources to a designated terrorist organization. Material support can include money, training, equipment, personnel, transportation, communications, or attempting to join the organization itself.
The federal indictment charged Teekaye with attempting to provide material support to a designated foreign terrorist organization and assaulting a federal officer. He pleaded guilty to the material support charge on January 30, 2026. The assault charge was resolved as part of the criminal proceedings.
The investigation was led by the Federal Bureau of Investigation Baltimore Field Office and the FBI Joint Terrorism Task Force, with assistance from the FBI Newark Field Office, FBI Richmond Field Office, and the New York Police Department (NYPD).
The case was prosecuted by Assistant U.S. Attorney Christina Hoffman for the District of Maryland with assistance from Trial Attorney Elisa Poteat of the Department of Justice’s National Security Division, Counterterrorism Section.
Federal officials emphasized that terrorism investigations often rely on early intervention, intelligence gathering, and cooperation among multiple law enforcement agencies to identify individuals attempting to support terrorist organizations before violent acts can be carried out. Authorities continue to encourage members of the public to report suspicious activity that may indicate extremist recruitment, terrorist planning, or threats against public safety.

I don’t know how we find and make contact with these guys but I’m thankful for the effort and awareness of law enforcement to track and even communicate with these terrorists.
I appreciate all at the FBI and its Joint Terrorism Task Force (JTTF) for disrupting this plot before any attack could be carried out. The lifetime supervised release seems warranted with the threats this guy made. The Jewish community will be much safer with this guy out of the general population.
