Threat Status: Recovery Ongoing
Primary Risks: Data Theft, Operational Disruption, Credential Exposure, Supply Chain Risk
Affected Environment: Forestry Operations, Geographic Information Systems, Customer Services, Government-Associated Infrastructure
Threat Actor: Unnamed Foreign Financially Motivated Ransomware Group
Current Impact: IT Systems Still Under Restoration Weeks After Initial Compromise
Latvia’s state-owned forestry company, Latvijas Valsts Meži (LVM), continues restoring critical information technology systems several weeks after suffering a ransomware attack that disrupted internal operations, customer services, and multiple digital platforms used throughout the organization.
The cyberattack, first disclosed in late June, forced numerous systems offline, including the company’s mapping platform, hunting application, and services used by contractors, business partners, and customers to exchange operational information. Although officials report the immediate crisis has stabilized, restoration efforts remain ongoing as cybersecurity specialists continue rebuilding affected systems and validating their integrity before returning them to production.
According to Latvian officials, investigators believe the attackers maintained unauthorized access inside LVM’s network for more than a week before the intrusion was discovered, providing ample opportunity to move throughout the environment, identify valuable systems, and exfiltrate sensitive information before deploying ransomware.
Recovery Remains Ongoing
LVM officials report that normal operations have not yet been fully restored.
Company Chief Technology Officer Māris Kuzmins stated that although the overall situation has stabilized, restoring every affected service continues to present significant technical challenges. Approximately two-thirds of customers operating under service agreements reportedly still lack access to systems impacted during the attack.
Large-scale ransomware incidents frequently require weeks or months of recovery because organizations must rebuild servers, restore backups, validate system integrity, rotate credentials, verify software functionality, and ensure attackers no longer maintain persistence within compromised environments before reconnecting systems to production networks.
Initial Access Linked to Unpatched Vulnerability
According to company officials, investigators determined the attackers gained initial access by exploiting a vulnerability in software that had not been updated for approximately two years.
Although LVM has not publicly identified the affected application, the disclosure serves as another reminder of how unpatched vulnerabilities continue providing cybercriminals with opportunities to compromise enterprise networks.
Threat actors routinely conduct automated internet-wide scanning for outdated software, searching for organizations that have delayed security updates or continue operating unsupported systems. Once access is obtained, attackers commonly escalate privileges, move laterally across internal networks, steal sensitive information, and ultimately deploy ransomware to maximize operational disruption.
Extensive Data Exposure
Latvian cybersecurity officials confirmed the attackers published approximately 44 gigabytes of stolen information online following the intrusion.
According to CERT.LV, Latvia’s national computer emergency response team, the leaked data includes:
- Internal corporate documents
- Email correspondence
- Software source code repositories
- Digital certificates
- Cryptographic keys
- User credentials
Investigators believe the attackers accessed substantially more information than was ultimately released publicly, suggesting additional stolen data may remain in the attackers’ possession.
Exposure of authentication credentials, encryption keys, and software repositories significantly increases long-term organizational risk because attackers may attempt to reuse compromised credentials, analyze proprietary source code for additional vulnerabilities, or leverage exposed certificates in future attacks.
No Ransom Payment
LVM previously announced that it had not received a ransom demand following the attack.
Company officials also stated they would not pay if one were issued.
Many governments and cybersecurity agencies discourage ransom payments because payment provides no guarantee stolen information will be deleted, systems will be fully restored, or organizations will avoid future extortion attempts. Financially motivated ransomware groups have repeatedly targeted previous victims despite receiving payment.
Election Systems Remained Protected
The attack generated additional public attention because LVM participated in developing functionality supporting Latvia’s electronic voter registration system.
Government officials emphasized that the election infrastructure was not compromised.
According to CERT.LV, the election software was developed within an isolated development environment, and the associated source code was never stored within LVM’s corporate repositories.
Following a comprehensive review of every software delivery associated with the project, investigators reported finding no evidence of malicious code, unauthorized modifications, or unauthorized access, concluding the electronic voter registration system remains safe for use during Latvia’s upcoming parliamentary elections.
The incident illustrates the importance of development environment separation and network segmentation when protecting government systems from compromise affecting third-party organizations.
Additional Cyber Activity Identified
CERT.LV also disclosed that the same threat actor compromised a server belonging to Latvian pharmaceutical company Olpha, formerly known as Olainfarm.
Investigators reported that the Olpha incident has been successfully contained, with no evidence currently indicating broader compromise beyond the affected server.
Although both incidents have been attributed to the same financially motivated threat actor, Latvian authorities determined the two breaches were technically unrelated, indicating they resulted from separate compromises rather than movement between organizations.
Continuing Threat Activity
Latvian cybersecurity officials warn that the ransomware group responsible for the intrusion continues actively targeting organizations throughout the country.
According to CERT.LV, the attackers remain engaged in ongoing reconnaissance activities designed to identify vulnerable systems across both public- and private-sector organizations.
Security experts note that financially motivated ransomware operations increasingly rely on continuous vulnerability scanning, exploitation of unpatched internet-facing services, credential theft, and data exfiltration before deploying ransomware payloads designed to maximize operational disruption and extortion leverage.
Defensive Guidance
Organizations should:
- Apply security patches immediately after vendor release.
- Identify and remediate unsupported or outdated software.
- Conduct continuous vulnerability scanning across internet-facing assets.
- Require multi-factor authentication for privileged accounts.
- Monitor authentication logs for unusual activity.
- Segment critical systems from business networks.
- Rotate privileged credentials following suspected compromise.
- Secure and regularly test offline backups.
- Deploy endpoint detection and response (EDR) solutions.
- Review source code repositories and digital certificates for unauthorized access following any security incident.
Forecast — 30 Days
- Continued recovery operations across LVM infrastructure.
- Ongoing forensic analysis of compromised systems.
- Increased monitoring for misuse of stolen credentials and cryptographic keys.
- Continued targeting of Latvian public- and private-sector organizations by financially motivated ransomware groups.
- Elevated vulnerability scanning activity against internet-facing enterprise infrastructure.
- Additional defensive advisories from Latvian cybersecurity authorities if further related activity is identified.
TRJ Verdict
The ransomware attack against Latvia’s largest state-owned forestry company demonstrates how a single unpatched vulnerability can lead to widespread operational disruption, sensitive data exposure, and weeks of recovery efforts. While officials have successfully isolated election infrastructure from the compromise, the incident highlights the growing importance of timely patch management, network segmentation, credential protection, and continuous monitoring as financially motivated ransomware groups continue targeting critical organizations across Europe. Organizations delaying security updates or relying on aging infrastructure remain attractive targets for threat actors seeking both operational disruption and valuable data for future exploitation.
