Cole County Man Pleads Guilty to Federal Child Exploitation Charges Involving Multiple Victims

JEFFERSON CITY, Missouri — A Cole County man has pleaded guilty in federal court to producing child sexual abuse material involving multiple victims following an FBI investigation that uncovered online exploitation, the use of false identities, and the coercion of minors into creating sexually explicit images.

According to the U.S. Attorney’s Office for the Western District of Missouri, Anthony Dale Pitts-Fugate, 33, pleaded guilty to two counts of production of child pornography in two separate federal cases.

Federal prosecutors stated that the investigation began in March 2023 when Pitts-Fugate communicated with a Federal Bureau of Investigation (FBI) Task Force Officer working in an undercover capacity as part of the FBI’s Child Exploitation and Human Trafficking Task Force operating from a satellite office in Washington, D.C.

The undercover investigator was monitoring a public online group whose members were believed to be actively involved in the distribution, receipt, possession, and production of Child Sexual Abuse Material (CSAM). During those communications, prosecutors stated that Pitts-Fugate transmitted an image depicting the sexual abuse of a prepubescent child. Investigators later determined that Pitts-Fugate had personally produced the image he shared.

The investigation expanded the following month after a witness contacted the Cole County Sheriff’s Department and reported that Pitts-Fugate had communicated with her when she was 16 years old, requesting sexually explicit photographs.

As part of the investigation, FBI agents obtained federal search warrants for Pitts-Fugate’s Snapchat accounts. According to court records, investigators discovered that he operated under the false identity of a 16-year-old male in an effort to gain the trust of underage victims. Federal investigators determined that the fraudulent online persona was used to manipulate at least two minor females into producing child sexual abuse material.

The case highlights a tactic that child exploitation investigators continue to encounter with increasing frequency. Offenders often conceal their true identities by posing as teenagers or young adults on social media platforms and messaging applications in order to build trust with minors before requesting sexually explicit images or videos. Investigators warn that these deceptive online relationships can develop over extended periods and frequently involve manipulation, grooming, and emotional coercion.

Federal authorities emphasize that the production of child sexual abuse material is among the most serious child exploitation offenses prosecuted in the federal justice system because it involves the direct victimization of children during the creation of the material itself. Every image or video represents documented abuse, and investigators note that the continued circulation of that material can repeatedly retraumatize victims long after the original offense occurred.

Pitts-Fugate now faces up to 60 years in federal prison without the possibility of parole under federal law. The final sentence will be determined by the court after the completion of a presentence investigation conducted by the United States Probation Office. Federal sentencing guidelines, statutory sentencing factors, and information developed during that investigation will all be considered before a final sentence is imposed.

Upon his release from prison, Pitts-Fugate will also be required to register as a sex offender and comply with applicable federal and state sex offender registration requirements, which may remain in effect for the rest of his life.

The investigation was conducted by the Federal Bureau of Investigation and the Jefferson City Police Department. The case is being prosecuted by Assistant U.S. Attorney Ashley S. Turner as part of the Department of Justice’s Project Safe Childhood initiative, a nationwide effort to identify, investigate, prosecute, and prevent the online sexual exploitation of children.

Federal officials continue encouraging parents and guardians to maintain open communication with children about online safety, monitor age-appropriate internet activity, and report suspected child exploitation to law enforcement as quickly as possible. Investigators note that early reporting can be critical in identifying victims, preserving digital evidence, and preventing additional abuse.
