Oliver Steadman, a 28-year-old former Labour councillor, now faces criminal charges for his alleged role in one of Westminster’s most disturbing recent digital scandals. Prosecutors accuse Steadman of orchestrating a “honey trap” operation via WhatsApp, targeting members of Parliament, political officials, and journalists.
The scheme reportedly involved sending tailored and suggestive messages that escalated into sexually explicit conversations, ultimately pressuring recipients to provide compromising images or personal contact details of others within the political sphere.
The Crown Prosecution Service (CPS) has charged Steadman with:
- One count of blackmail involving “unwarranted demands” for the private phone numbers of up to 12 individuals.
- One count of improper use of a public electronic communications network against the same victim.
- Four additional communications offences for allegedly sending unsolicited indecent images to four other victims.
These charges elevate the case from a tawdry scandal to a matter of national concern, given the potential for such activity to be exploited by foreign intelligence services or hostile cyber actors.
Espionage Fears in the Background
Although no evidence has tied the “honey trap” directly to state actors, the episode triggered alarms across Whitehall. The incident unfolded against the backdrop of heightened warnings about China’s “malicious cyber targeting” of democratic institutions.
When Politico first revealed the pattern of WhatsApp messages in 2023, security officials feared a coordinated attempt to compromise MPs in the style of classic Cold War honey traps — updated for the encrypted, digital environment of modern politics.
Parliament’s security department intervened, urging anyone who received messages to report them immediately. Behind the scenes, MI5 and Parliamentary authorities were acutely aware that the same material — compromising photographs or private conversations — could be weaponized for coercion, blackmail, or disinformation.
Police and Parliamentary Response
Leicestershire Police confirmed its investigation began independently of the Politico report, after a local MP came forward about receiving “malicious communications.” This highlights that the campaign had a wider footprint beyond Westminster insiders.
Steadman was suspended from the Labour Party after his arrest in June 2024 and subsequently resigned from his role as an Islington councillor the following month. His first court appearance is scheduled for November 3 at Westminster Magistrates’ Court.
Digital Blackmail in a New Era

The very platforms politicians depend on for rapid communication are also the most porous. WhatsApp, Telegram, and Signal offer encryption but cannot prevent human error or manipulation. This creates a paradox: in the pursuit of secure communication, MPs and officials often migrate to platforms that provide attackers with the perfect cloaked environment for honey traps.
