Governments across the globe are accelerating their integration of artificial intelligence into governance, security, and economic infrastructure — but one expert says the real danger isn’t innovation; it’s control.
Vahan P. Roth, CEO of Swissgrams AG, has warned of an emerging Orwellian architecture of power in which governments use AI not to serve the public, but to manage it. In a commentary published by Geopolitical Intelligence Services (GIS Reports), Roth described a future where algorithms become the new instruments of obedience — replacing human judgment with automated compliance, and freedom with data-driven subjugation.
“As history has repeatedly demonstrated, when governments acquire new tools of control, they rarely surrender them,” Roth wrote — a statement that echoes a growing chorus of concern from technologists, ethicists, and policy analysts around the world.
According to Roth, state-operated AI systems threaten to dismantle democratic accountability by replacing human oversight with opaque machine logic. “Unchecked AI integration can undermine individual liberties and basic human rights,” he warned. “Opaque algorithms and AI-made decisions erode accountability.” He emphasized that as governments adopt AI across surveillance networks, defense platforms, and communications systems, the ability for citizens to question or resist authority diminishes exponentially.
Roth cautioned that the convergence of AI surveillance, propaganda systems, and algorithmic governance could “magnify state power to an unprecedented extent.” He compared the coming reality to a digital panopticon — one where predictive policing, automated censorship, and behavioral scoring merge into a single infrastructure of obedience.
“From social credit systems to semi-autonomous weapons,” Roth explained, “AI has the potential to centralize control in ways even past authoritarian regimes could only imagine.”
He outlined three potential future scenarios:
- The most probable outcome, he warned, is a global normalization of state AI — where citizens willingly trade liberty for convenience, adopting smart systems that double as surveillance tools.
- A less likely scenario envisions decentralized groups — independent researchers, freedom advocates, or “digital resistance networks” — using AI to challenge and expose government overreach.
- The least likely scenario, Roth concluded with bleak precision, is one where elected officials act responsibly and uphold democratic restraint.
Roth’s analysis comes as multiple governments expand their AI-driven programs for biometric tracking, public sentiment analysis, and policy modeling. Nations including China, Russia, the U.S., and several EU states are embedding AI into law enforcement, intelligence, and judicial systems — often with minimal transparency.
Critics warn that the transition from governance to governance by algorithm could quietly redefine the relationship between citizen and state. Once AI becomes the interpreter of law, morality, and fact, the role of elected leadership shifts from decision-making to data management.

While Roth’s own company operates within financial technology — specializing in tokenized commodities and blockchain-backed assets — his message transcends finance: AI, in the hands of centralized power, becomes a weapon of obedience.

Since I have been reading this blog, there have been repeated warnings here about things like this. Both of the sentences above that you have shared are reason for more people to stand with you and Mr. Roth to educate people on the risks we are taking. We’ve already seen so many companies hacked because they traded convenience for a greater chance of being attacked. I understand that this government expansion is up and ongoing and it may be hard to stop but we must be aware of it. Awareness is the beginning of correction.
