The arrests were carried out between August 25 and October 7 under the newly established Homeland Security Task Force (HSTF) framework — a national enforcement architecture created to consolidate intelligence, manpower, and operational authority across federal, state, and local agencies.
At the state level, HSI Newark and FBI Newark jointly formed New Jersey’s HSTF, positioning the region as a critical operational node in the nationwide effort to dismantle transnational criminal networks operating inside U.S. borders.
A Structural Shift in Federal Enforcement
The HSTF was created following the signing of Executive Order No. 14159, “Protecting the American People Against Criminal Invasion,” which directed the federal government to adopt a unified enforcement posture against transnational crime, terrorism-linked actors, narcotics trafficking, weapons smuggling, and organized criminal enterprises exploiting border and jurisdictional seams.
Unlike traditional task forces that operate in parallel lanes, the HSTF model is built around real-time intelligence fusion, shared command authority, and synchronized operational execution. Agencies are no longer working adjacent to one another — they are operating as a single enforcement body.
HSI Newark Special Agent in Charge Michael S. McCarthy described the shift as structural rather than symbolic, stating that the task force integrates federal, state, and local assets into a single operational framework designed to eliminate safe havens for criminal networks. The emphasis, according to leadership, is on intelligence-driven targeting, accelerated investigations, and rapid interdiction.
FBI Newark Special Agent in Charge Stefanie Roddy echoed that assessment, noting that evolving threat environments require adaptive enforcement models capable of dismantling transnational criminal organizations before they metastasize further into U.S. communities. Under the HSTF, intelligence sharing occurs continuously rather than episodically, allowing faster operational response and tighter coordination across agencies.
New Jersey’s Role in the National Operation
New Jersey’s enforcement footprint under the HSTF is extensive and layered, building on existing task force infrastructure while expanding scope and authority.
HSI Newark and FBI Newark already co-lead:
- Six New Jersey Safe Streets Task Forces (SSTF) focused on gang violence and localized street-level narcotics distribution
- Two Transnational Organized Crime Task Forces (TOCTF) targeting cartel-connected drug trafficking, weapons trafficking, and money laundering networks
These task forces are supported by more than 200 local law-enforcement officers, providing street-level visibility while federal agencies supply intelligence, analytics, and cross-border authority.
Additional specialized units operating under the broader HSTF framework include:
- HSI Newark Airport Task Force, investigating narcotics and contraband smuggling through Newark-area airports and international parcel streams
- HSI Violent Gangs Task Force, targeting transnational criminal organizations, including entities designated as Foreign Terrorist Organizations
- High Intensity Drug Trafficking Area (HIDTA) Unit in Southern New Jersey, focused on narcotics distribution corridors and violent crime concentrations near Camden
Together, these components form a vertically integrated enforcement network spanning local streets, transportation hubs, financial pathways, and international trafficking routes.
Beyond Arrest Numbers
While the arrest figures are historic, federal officials emphasize that the significance of the HSTF lies in capability consolidation, not statistics alone. The task force model is designed to sustain pressure over time by disrupting command structures, financial flows, logistics networks, and recruitment pipelines associated with organized crime.
The seizure of more than 91 metric tons of narcotics during the 43-day operation reflects an emphasis on supply-chain disruption rather than isolated takedowns. Officials indicate that cartel-connected operations, money-laundering facilitators, and weapons traffickers were deliberately targeted as part of a broader network-collapse strategy.

This is a huge number. I hope each of these criminals get a sentence that matches the deeds they were involved in.
