A Newport News man identified by federal prosecutors as the leader of a large-scale Hampton Roads drug trafficking organization has been sentenced to 40 years in federal prison, closing a multi-year case that exposed a coordinated network operating across Virginia and the Mid-Atlantic.
Cortez Dayshawn Bumphus, 33, was sentenced following his conviction on multiple federal charges tied to a drug conspiracy that used a commercial auto business as a staging ground for narcotics distribution, firearms storage, and cash movement. The sentence was imposed in the U.S. District Court for the Eastern District of Virginia.
According to court records and evidence presented at trial, Bumphus and his co-conspirators used Lux Auto, a business located in Newport News, as a base of operations. Investigators determined that illegal drugs were concealed inside vehicles parked throughout the lot, allowing the organization to mask trafficking activity within a legitimate commercial setting. Members of the group were frequently armed with handguns and other weapons, reinforcing the organization’s control over distribution and territory.
The conspiracy operated from at least August 2020 through August 2023. During that period, law enforcement interdictions at major Mid-Atlantic airports resulted in the seizure of nearly $400,000 in drug proceeds and approximately 1,000 pounds of marijuana and related contraband linked to the organization. Authorities described the trafficking operation as structured, mobile, and resilient, relying on air travel and layered distribution roles to move narcotics into Virginia.
Federal prosecutors outlined a hierarchy within the organization. Leaders, including Bumphus, coordinated directly with sources of supply outside Virginia and arranged bulk purchases of marijuana. Couriers were instructed to fly to supply locations carrying large sums of cash, deliver payment, and return with narcotics. Midlevel members received shipments from couriers and distributed product to customers or passed it to subordinate dealers for street-level sales.
The scope of the case expanded significantly during the investigation. In September 2023, a federal grand jury returned a 127-count superseding indictment charging 37 defendants connected to the conspiracy. Prosecutors characterized the case as one of the largest marijuana trafficking prosecutions in the region in recent years, citing the volume of drugs, cash flow, firearms involvement, and the use of commercial property to shield criminal activity.
On July 30, a jury convicted Bumphus of continuing a criminal enterprise, conspiracy to possess with intent to distribute and distribute marijuana, conspiracy to launder money, being a felon in possession of a firearm, possessing a firearm in furtherance of a drug trafficking crime, maintaining a drug-involved premises, and using a communication facility to facilitate drug trafficking.
In addition to the 40-year prison sentence, the court ordered a $6,396,000 money judgment against Bumphus. The court also ordered forfeiture of $62,198 in currency, designer shoes and accessories, and four firearms seized during the investigation. Federal authorities stated that the forfeiture reflects both the financial scale of the operation and the role of firearms in protecting the trafficking enterprise.
The case was prosecuted by Assistant U.S. Attorneys Eric M. Hurt, Alyson C. Yates, and Luke Bresnahan. The investigation involved coordinated efforts by federal and state agencies, including task force operations targeting organized drug trafficking and violent crime in the Hampton Roads region.
Prosecutors emphasized that the sentence reflects the leadership role Bumphus played, the duration of the conspiracy, and the risks posed to the community by armed, organized drug trafficking operations embedded within commercial environments.
