A California man who operated a network of boiler-room-style call centers designed to exploit homeowners facing foreclosure has been sentenced to ten years in federal prison, bringing a close to a long-running fraud scheme that financially devastated nearly 1,000 victims across the United States.
Mohammed Zafaranchi, 43, also known as “Mike,” was sentenced in U.S. District Court in Seattle following his conviction on all twelve federal charges brought against him. The charges included conspiracy to commit wire fraud, five counts of wire fraud, five counts of money laundering, and obstruction of justice. U.S. District Judge John C. Coughenour ordered Zafaranchi to begin serving his sentence immediately, citing the scale of the fraud, the number of victims, and the severe hardship inflicted on families already in financial distress.
SCHEME BUILT ON FALSE GOVERNMENT PROMISES
Federal investigators determined that Zafaranchi deliberately targeted homeowners who were behind on their mortgage payments and at imminent risk of foreclosure. He purchased commercially available data identifying vulnerable homeowners and used that information to launch mass-mail solicitation campaigns.
Each week, thousands of mailers were sent falsely claiming that recipients qualified for government-backed mortgage relief programs. The letters promised dramatic financial relief, including a 30% reduction in mortgage principal and interest rates lowered to as little as 2%. The mailers imposed fabricated deadlines, pressuring recipients to call immediately to avoid losing their homes.
When homeowners called the listed numbers, they reached Zafaranchi’s call centers, where operators followed carefully scripted deception protocols. Callers were told their cases had already been reviewed by lawyers and underwriters and that negotiations with lenders were underway. Operators were instructed to place callers on hold for predetermined periods to create the illusion of real-time case evaluation.
Victims were then informed they were among a “select few” approved for assistance—but only if they paid a $3,000 legal fee to finalize the modification.
NO LEGAL SERVICES, NO RELIEF DELIVERED
In reality, Zafaranchi’s businesses employed no attorneys, no underwriters, and no legitimate mortgage specialists. Untrained workers simply scanned homeowners’ documents, completed generic application forms, and forwarded them to lenders without any negotiation or advocacy.
The promised mortgage modifications never materialized. Many victims lost critical time pursuing false relief while foreclosure proceedings continued. Some ultimately lost their homes altogether. All were left in worse financial condition than before contacting the call centers.
Federal prosecutors established that Zafaranchi personally profited by approximately $2.6 million from the scheme, affecting more than 900 victims over a multi-year period—averaging nearly one victim per day.
MONEY LAUNDERING AND OBSTRUCTION OF JUSTICE
After collecting funds from victims, Zafaranchi laundered the proceeds through shell bank accounts before withdrawing large amounts of cash. These actions formed the basis of his money laundering convictions.
When law enforcement closed in, Zafaranchi attempted to conceal his activities. After the FBI executed a search warrant at a call center in Everett, Washington on March 29, 2018, Zafaranchi directed employees at his California offices to remove computers and other evidence. That same night, he destroyed records tied to multiple email accounts used to operate the fraud network.
Those actions resulted in his conviction for obstruction of justice.
SENTENCING AND ONGOING PROCEEDINGS
At sentencing, the court emphasized the cumulative harm inflicted by the scheme, noting that victims were targeted precisely because they were already under extreme financial pressure. Judge Coughenour ordered Zafaranchi to serve ten years in federal prison, followed by three years of supervised release. Restitution will be determined at a future hearing.
Prosecutors had sought a twelve-year sentence, arguing that the scope of victimization warranted harsher punishment. In sentencing filings, they highlighted that even a ten-year term equates to only days of incarceration per victim affected.
Two co-conspirators, Mark Lezama and Josh Herrera, previously pleaded guilty and are scheduled to be sentenced in early 2026.
