When Cyberwar Hits Home
On tribal land in south-central Minnesota, a sovereign nation woke up to digital silence.
Phones were dead. Emails stopped. Casino systems blinked offline. Healthcare infrastructure faltered. And the beating heart of the Lower Sioux Indian Community—its people—found themselves abruptly disconnected from essential services.
After days of system blackouts, tribal leaders confirmed the worst: a cyberattack had ripped through core systems tied to Jackpot Junction Casino, a major economic engine for the tribe. In a statement to the public, the tribe revealed that their healthcare facility, dental clinic, pharmacy, optical center, and government offices had all been impacted.

On April 1st, the ransomware gang RansomHub claimed responsibility for the attack, escalating it from a mysterious outage to a geopolitical event.
This is the same group that targeted the Sault Tribe of Chippewa Indians in Michigan just weeks earlier. Now, they’ve shifted their sights westward, hitting another tribal government with precision, disruption, and chilling intent.
RansomHub has emerged from the shadows of former giants like LockBit and AlphV, both of which were targeted by international law enforcement last year. But RansomHub didn’t just fill the void—they industrialized it.
According to cybersecurity firm ESET, RansomHub’s edge lies in a new weapon: EDRKillShifter, a custom-built malware tool designed to disable or crash endpoint detection and response (EDR) software. This allows attackers to burrow deeper, faster, and more covertly into a system before any alerts are triggered.
ESET researcher Jakub Souček highlighted how rare this move is: most ransomware groups let affiliates figure out EDR evasion themselves. But RansomHub offers a turnkey killer—arming even less-skilled affiliates with tools to bypass enterprise-grade security.
Why This Attack Matters
The Lower Sioux Indian Community, though small in numbers—about 145 families on 1,743 acres—is far from irrelevant. Their local casino and healthcare infrastructure serve not only the tribe but the wider region. An attack on this system is an attack on sovereignty, economic self-reliance, and public health.
This is also a warning shot to other Native American nations across the U.S. Many rely on digital systems to manage healthcare, finance, education, and gaming—making them prime targets for actors who see opportunity in under-protected, high-value infrastructure.

RansomHub doesn’t operate like traditional ransomware outfits. Instead of funneling all ransom payments into a central wallet, they trust affiliates to send them their cut—just 10%—after the ransom is collected. In criminal circles, this kind of decentralization creates speed and scale. There’s no middleman delay. Just straight extortion, payout, and profit.
Their operation spans connections with other elite ransomware gangs, including Play, Medusa, and BianLian—all of which have used EDRKillShifter in recent campaigns. This creates a kind of criminal interoperability—a networked criminal supply chain where tools and talent flow freely, amplifying threat levels across regions and sectors.
Containment, Resilience, and the Fight Ahead
As of now, the tribe has activated full incident response protocols, taken systems offline, and is working with third-party cybersecurity experts to restore operations. Temporary phone numbers have been established for critical care services, and pharmacy access has been rerouted through mobile apps.
But the reality remains: this attack exposed vulnerabilities that go far beyond one tribe. It exposed a blind spot in national cybersecurity priorities—a place where digital infrastructure, sovereignty, and cultural autonomy intersect.
