Federal case exposes DTO supply chains, kilogram-level meth distribution, and sustained regional enforcement pressure
A federal sentencing in southern West Virginia has closed another chapter in a broader effort to dismantle a regional drug trafficking organization responsible for distributing methamphetamine, fentanyl, and crack cocaine across Beckley and surrounding communities.
Mark Anderson Staples, 53, of Beckley, West Virginia, was sentenced to four years and nine months in federal prison, followed by three years of supervised release, after admitting his role in a drug trafficking conspiracy that operated within the Southern District of West Virginia. The sentence was imposed by Chief U.S. District Judge Frank W. Volk.
The announcement was made by U.S. Attorney’s Office for the Southern District of West Virginia, which confirmed Staples’ participation in a coordinated DTO distributing multiple high-risk narcotics during the spring of 2024.
A CONSPIRACY BUILT ON SUPPLY AND REDISTRIBUTION
Court records show that Staples participated in the conspiracy between April and May 2024, functioning as both a distributor and supplier within the organization. Staples obtained methamphetamine from upstream sources and redistributed it directly to customers while also providing quantities to co-conspirators for further dissemination.
Federal prosecutors established that Staples was responsible for distributing at least 1.5 pounds of methamphetamine as part of the conspiracy. At that scale, the drug activity moved well beyond personal dealing and into wholesale-level trafficking capable of sustaining downstream distribution networks.
The conspiracy itself extended over a longer period. Staples was one of 12 defendants indicted for conspiring to distribute methamphetamine, fentanyl, and crack cocaine from June 2023 through May 2024, reflecting a sustained operation rather than a short-term spike in activity. The remaining defendants have pleaded guilty, including two who resolved their cases by pleading to alternative offenses.
WHY THE DRUG MIX MATTERS
Federal authorities emphasized that this case involved poly-drug trafficking, a pattern increasingly associated with elevated overdose risk and community harm. Methamphetamine, fentanyl, and crack cocaine represent different market segments, but traffickers often distribute them simultaneously to diversify revenue and expand customer reach.
Fentanyl’s presence is particularly consequential. Even when not the primary product, its availability within a trafficking network increases the probability of contamination, mixing, and lethal outcomes—especially in regions already struggling with opioid-related mortality.
COORDINATED ENFORCEMENT ACROSS AGENCIES
The investigation was led through a coordinated effort involving the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Beckley/Raleigh County Drug and Violent Crime Unit. That unit includes officers from the West Virginia State Police, the Raleigh County Sheriff’s Department, and the Beckley Police Department, reflecting a layered federal-state-local response.
The case was prosecuted by Assistant U.S. Attorney Timothy D. Boggess and former Assistant U.S. Attorney Andrew D. Isabell.
Federal authorities confirmed the investigation was conducted under the Organized Crime Drug Enforcement Task Force framework, the Department of Justice’s flagship program for dismantling major drug trafficking and money-laundering organizations. OCDETF cases are selected based on threat level and are designed to target entire networks rather than isolated actors.
REGIONAL IMPACT AND SENTENCING CONTEXT
While Staples’ sentence reflects his specific role and timeframe within the conspiracy, prosecutors noted that DTO prosecutions are cumulative by design. Each conviction removes a functional link in the supply chain, increases pressure on remaining participants, and degrades the organization’s ability to operate.
The sentence also reflects federal guidelines that weigh drug quantity, role in the offense, and acceptance of responsibility. Staples’ admission of involvement and the defined scope of his conduct were factors considered by the court.
