The final defendant in a coordinated sports betting fraud operation that exploited digital wagering platforms across multiple states has been sentenced to federal prison, closing a case that exposed how identity theft and incentive abuse have become embedded in modern online betting schemes.
Federal prosecutors in the U.S. Attorney’s Office confirmed that LaVonte Holmes, a Mid-South resident, was sentenced on January 20, 2026, for his role in a fraud ring that operated between 2022 and 2024. Holmes was the fifth and final defendant sentenced in the case.
How the Scheme Operated
According to information presented in federal court, the five defendants systematically purchased stolen personal identifying information—including names, dates of birth, Social Security numbers, and associated bank account details—from online sources.
Using that stolen data, the group created and funded fraudulent sports betting accounts across multiple smartphone-based wagering applications. The accounts were used to repeatedly trigger new-user sign-up incentives, bonuses, and promotional credits designed for legitimate customers.
By cycling through stolen identities and financial accounts, the defendants were able to claim incentives multiple times, converting promotional credits into cash withdrawals before accounts were flagged or closed.
Court records indicate the fraud was not limited to Tennessee. Members of the ring traveled to other states where online sports betting was legal, exploiting jurisdictional differences and platform onboarding processes to continue the scheme.
Federal Charges and Guilty Pleas
All five defendants pleaded guilty to:
- Aggravated identity theft, in violation of 18 U.S.C. § 1028A
- Unauthorized use of an access device, in violation of 18 U.S.C. § 1029(a)(2)
Each was sentenced by Sheryl H. Lipman. Under federal law, there is no parole in the federal prison system.
Sentences Imposed
The court imposed the following sentences:
- Lucas Gilliam, 25 — 36 months
- LaVonte Holmes, 24 — 30 months
- Lawrence Williams, 22 — 15 months
- Nathan Penaflor, 23 — 6 months
- Joshua Penaflor, 22 — 6 months
Federal prosecutors noted that sentencing reflected each defendant’s role, duration of involvement, and degree of participation in the fraud operation.
Federal Response to Digital Betting Fraud
U.S. Attorney D. Michael Dunavant emphasized the evolving nature of fraud in an era dominated by digital platforms and financial apps.
“With new and ever-changing technology, applications, and platforms, criminals are using more creative and disturbing ways to commit fraud against vulnerable victims, including identity theft,” Dunavant said. “For these thieves, their bets did not pay off, and were instead parlayed into prison sentences.”
Federal authorities have increasingly warned that incentive-based digital ecosystems—particularly in online betting, fintech, and app-based finance—are prime targets for organized identity theft schemes.

The case was investigated by the Federal Bureau of Investigation, through its Memphis Resident Agency, alongside the United States Secret Service.
The prosecution was handled by Assistant U.S. Attorney William Bateman, with federal officials crediting coordinated law enforcement efforts for dismantling the multi-state fraud operation.

It doesn’t surprise me that growing enforcement is needed in sports betting. Online sports betting is legal in Arkansas. It started in March of 2022 allowing wagering through three licensed casinos (Oaklawn, Southland, Saracen). Sports betting is available through these casino-affiliated platforms. Oaklawn isn’t that far from where I live but I’m buffeted from all the noise and traffic because I live on the other side of town. I really don’t like the advertisements for sports betting but that’s another topic. Whenever gambling is going on there is the possibility of criminal activity. I’m glad they caught this guy but I’m sure he won’t be the last problem with online betting. I’m sure there are people out there right now trying to beat the system in some way.
