Fatal Houston Metro Bus Shooting Leads to Federal Machine Gun Charges

A fatal shooting aboard a Houston Metro bus earlier this month has escalated into a federal firearms prosecution after authorities alleged an 18-year-old man illegally possessed a handgun equipped with a machine gun conversion device while already under indictment for aggravated robbery.

Federal prosecutors identified the defendant as Patrick Santana Scott, a Houston resident who remains in custody and is expected to make an initial appearance in federal court at a later date.

According to a criminal complaint filed January 16, the shooting occurred January 7 while the city bus was actively in service and transporting passengers. Court records state Scott was seated near the rear of the bus with a backpack when the vehicle stopped at an intersection.

At that point, investigators allege a second individual boarded the bus, walked toward the rear seating area, and opened fire in Scott’s direction. Scott is accused of retrieving a firearm from his backpack and returning fire inside the crowded vehicle.

During the exchange, a female passenger seated in front of Scott was struck in the head and later died from her injuries. Authorities also reported that a juvenile male passenger was wounded and required medical treatment for a gunshot injury.

Law enforcement recovered shell casings from the bus, one of which was later matched to a 9mm Glock handgun recovered the following day and linked to Scott. Federal authorities allege the firearm was equipped with a machine gun conversion device, commonly referred to as a “switch,” which converts a semi-automatic handgun into a fully automatic weapon capable of firing multiple rounds with a single trigger pull.

Investigators further determined Scott was under indictment in Harris County for aggravated robbery at the time of the shooting. Under federal law, individuals under indictment for certain felony offenses are prohibited from possessing firearms or ammunition.

Federal officials emphasized that the presence of a conversion device significantly increased the lethality of the encounter, particularly given the confined environment of a public transit vehicle filled with passengers.

If convicted, Scott faces up to 10 years in federal prison for possession of a machine gun and up to five years for unlawful receipt of a firearm and ammunition while under indictment. Each charge also carries the possibility of a $250,000 fine.

The investigation was conducted by the Federal Bureau of Investigation, with assistance from the Houston Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The case is being prosecuted by the U.S. Attorney’s Office.

A criminal complaint is a formal accusation of criminal conduct and does not constitute evidence. The defendant is presumed innocent unless and until proven guilty in a court of law.
