Senior Mexican Cartel Figures Appear in Texas Federal Court on Major Drug Trafficking Charges

Two high-ranking figures tied to violent Mexican transnational criminal organizations have appeared in federal court in the Southern District of Texas following their transfer from Mexico into U.S. custody, federal prosecutors confirmed this week.

According to the U.S. Attorney’s Office, Mexican nationals Juan Pedro Saldivar-Farias, also known as “Z-27,” 42, and Ricardo Cortez-Mateos, also known as “Billeton,” 41, were transferred to U.S. authorities on January 20 after being indicted in separate federal cases in 2021.

Both men remain in custody pending further proceedings. Saldivar-Farias is scheduled for a detention hearing on January 23 in Houston, while Cortez-Mateos has already made an initial appearance and will be transferred to Brownsville for arraignment.

Court documents allege Los Zetas operated as a large-scale drug trafficking and money-laundering organization that imported and distributed marijuana and cocaine into the United States while exerting territorial control over significant portions of northern Mexico.

Prosecutors claim Saldivar-Farias controlled trafficking corridors in areas including Zapata and Nueva Ciudad Guerrero, Tamaulipas, regulating drug movement across Falcon Lake into the United States. According to the indictment, Saldivar-Farias oversaw the transport of narcotics through these routes and imposed a mandatory “piso”—a cartel tax—on individuals seeking to store or move drugs through territory under his control.

Those who failed to pay, according to court filings, faced violent consequences including threats, beatings, kidnappings, torture, or murder.

Federal authorities allege that over the course of a nine-year conspiracy, Saldivar-Farias caused the delivery of more than 1,000 kilograms of marijuana and five kilograms of cocaine for importation into the United States.

If convicted, Saldivar-Farias faces up to life in federal prison on charges including conspiracy to import and distribute marijuana and cocaine.

Cortez-Mateos also faces up to life imprisonment if convicted of conspiracy to possess with intent to distribute and unlawfully import more than:

• 50 grams of methamphetamine
• 5 kilograms of cocaine
• 400 grams of fentanyl
