East Hartford Man Sentenced to 10 Years in Federal Prison for Child Sex Abuse Material While on State Probation

EAST HARTFORD, CONNECTICUT — A Connecticut man with a prior child exploitation conviction has been sentenced to ten years in federal prison after authorities discovered thousands of images and videos of child sex abuse material while he was already under state probation supervision for a similar offense.

Ryan Perry, 39, of East Hartford, was sentenced on Tuesday to 120 months of imprisonment and 20 years of supervised release by U.S. District Judge Vernon D. Oliver in federal court in Hartford. Perry has remained in custody since his federal arrest and will serve his sentence in federal prison.

History of Prior Conviction

Court records show that Perry was previously convicted in 2013 in Connecticut state court after investigators determined he had used a peer-to-peer file-sharing network to trade videos depicting child sexual abuse. He was convicted of possession of child pornography in the first degree and sentenced to 10 years of incarceration, suspended after five years, followed by 10 years of probation.

Perry was released from state prison in May 2018 and placed under probation supervision.

Probation Violation and Federal Investigation

In January 2025, Perry was arrested for probation violations following a 2024 home visit conducted by probation officials. During this period, a separate federal investigation identified Perry as a suspected user of a darknet-based platform used to upload and share child sexual abuse material.

As part of the federal inquiry, investigators seized digital storage devices belonging to Perry. A forensic analysis completed in April 2025 revealed approximately 2,900 images and videos depicting child sex abuse material stored on a hard drive associated with him.

Federal Arrest and Guilty Plea

Perry was arrested on a federal criminal complaint on April 29, 2025. He later entered a guilty plea on October 29, 2025, admitting to possession of child pornography under federal law. Due to his prior conviction, sentencing enhancements were applied, significantly increasing the penalty range.

Sentence and Supervision

In addition to the ten-year prison term, the court imposed 20 years of supervised release, reflecting the ongoing risk factors associated with repeat offenses of this nature. Conditions of supervision will include strict monitoring, limitations on internet access, and compliance with federal sex offender registration requirements.

Investigating Agencies

The investigation was conducted jointly by the FBI’s Child Exploitation Task Force, the East Hartford Police Department, and the Connecticut Court Support Services Division – Adult Probation Services. The task force includes federal, state, and local agencies focused on identifying and prosecuting child exploitation offenses.

Federal authorities continue to emphasize that repeat offenses involving child sexual exploitation are treated with heightened severity under sentencing guidelines, particularly when violations occur during active probation or supervision. Cases involving digital storage and online platforms remain a persistent focus of enforcement efforts due to the volume, permanence, and distribution risks associated with such material.

Perry will remain in federal custody as he serves his sentence. No additional defendants have been publicly identified in connection with the investigation.
