FIVE-PERSON MAIL THEFT AND FRAUD RING PLEADS GUILTY IN $1.7M MIAMI CHECK-WASHING AND DRUG TRAFFICKING OPERATION

A two-year criminal enterprise built on stolen U.S. Postal Service master keys, counterfeit identification, altered financial instruments, narcotics distribution, and encrypted digital coordination has collapsed in federal court in South Florida. Five Miami Gardens residents have entered guilty pleas in connection with a coordinated mail theft and bank fraud conspiracy that moved approximately $1.7 million in stolen checks through compromised financial channels while simultaneously trafficking controlled substances and maintaining armed enforcement capability.

From September 2021 through May 2023, Angel Joe Gonzalez, 28; Evens Necler Monestime, 27; David Gonzalez, 23; Cristina Azahares, 27; and Adriana Ginel, 56, operated a structured fraud and theft network targeting locked residential and commercial mail receptacles across Miami-Dade County. Central to the operation was the unlawful acquisition and use of U.S. Postal Service “arrow keys” — universal access keys used by postal carriers to open multi-unit mailboxes and collection boxes. Possession of such keys enables systematic harvesting of high-value mail, including business checks, payroll disbursements, and tax-related instruments.

The network functioned through a layered criminal model:

• Theft of mail using stolen arrow keys
• Extraction of legitimate checks from intercepted envelopes
• Chemical washing and alteration of original payee names and monetary amounts
• Reproduction of counterfeit checks using stolen banking data
• Fabrication of counterfeit identification tied to stolen personal information
• Deposit of altered instruments into controlled accounts
• Rapid withdrawal or conversion of funds before detection
• Use of proceeds to sustain drug trafficking and conspiracy expansion

Investigators determined that the group collected sensitive personal identifiers, including names, residential addresses, bank account numbers, routing data, and signature exemplars. The altered checks were frequently rewritten to significantly higher amounts than originally issued, creating inflated financial exposure for victims and federally insured financial institutions.

The operation began unraveling on May 3, 2023, when Miami Gardens Police responded to reports of gunfire at a residence shared by Angel Joe Gonzalez, Azahares, and Monestime. The response led to a search that exposed the operational core of the enterprise.

Inside the residence, law enforcement recovered:

• Approximately $1.7 million in stolen checks and mail
• Six U.S. Postal Service arrow keys
• Forty debit and credit cards embossed with names not linked to occupants
• Additional stolen checks addressed to various individuals and companies
• Twenty-seven cellular phones
• Six laptop computers
• Two Apple iPads
• A digital video recorder
• Extensive personal identifying information belonging to non-residents

The volume of electronic devices indicates compartmentalized fraud execution and potential use of burner devices for layered communications. The presence of a digital video recorder suggests either counter-surveillance awareness or documentation of operational activity.

The search further revealed the violent and narcotics dimension of the conspiracy. Officers seized multiple firearms and ammunition, as well as distribution-ready quantities of heroin, cocaine, MDMA, and other controlled substances. In a Lexus registered to Angel Joe Gonzalez, officers located fentanyl, additional cocaine, packaging materials, digital scales, and further debit and credit cards in unrelated names.

The integration of bank fraud, identity theft, firearms, and fentanyl distribution significantly elevates the criminal exposure and risk profile of the enterprise. Fentanyl trafficking in particular carries enhanced federal penalties due to its lethal potency and its role in nationwide overdose mortality escalation.

Court filings also disclosed that Angel Joe Gonzalez and David Gonzalez moderated a Telegram-based group of approximately 2,000 individuals where stolen checks were advertised and sold. The use of encrypted messaging infrastructure enabled distribution of illicit financial instruments beyond local geography, transforming the operation from neighborhood mail theft into a broader criminal marketplace.

The guilty pleas reflect differentiated roles within the conspiracy:

Angel Joe Gonzalez pleaded guilty to possession of stolen mail keys, conspiracy to commit money laundering, possession with intent to distribute controlled substances, and possession of a firearm in furtherance of drug trafficking.

Evens Necler Monestime pleaded guilty to conspiracy to commit bank fraud, possession of stolen mail keys, possession with intent to distribute controlled substances, and possession of a firearm in furtherance of drug trafficking.

David Gonzalez pleaded guilty to conspiracy to commit bank fraud, aggravated identity theft, and possession of stolen mail keys.

Cristina Azahares and Adriana Ginel each pleaded guilty to bank fraud and aggravated identity theft tied to the cashing and deposit of altered checks.

Sentencing exposure reflects the gravity of combined financial and narcotics offenses:

• Angel Joe Gonzalez and Monestime face a mandatory minimum of five years and a potential maximum of life imprisonment.
• David Gonzalez, Azahares, and Ginel face mandatory minimum sentences of two years and maximum penalties reaching thirty years in federal prison.

The investigation was conducted by the FBI Miami Field Office, U.S. Postal Inspection Service (Miami Division), U.S. Secret Service (Miami Field Office), and the Miami Gardens Police Department. The prosecution is being handled by attorneys from the Department of Justice Criminal Division and the Southern District of Florida.

The case forms part of a broader federal violent crime enforcement initiative in Miami, focusing on hybrid criminal enterprises that merge financial fraud, organized theft, narcotics distribution, and firearms offenses into consolidated revenue streams.

This prosecution closes one network. The operational model remains active nationwide.
