The sequence of events traces back to May 2, 2025, when federal officers assigned to the Bureau of Indian Affairs responded to a 911 call originating from a residence in Lame Deer. The initial report described a domestic disturbance involving Carter, who was said to be intoxicated and engaging in aggressive behavior that raised concern for the safety of occupants inside the home. Upon arrival, officers verified that no immediate threat was present at that moment and cleared the scene after confirming the well-being of those involved.

The situation escalated later that same day. A second emergency call was placed, reporting renewed agitation from Carter, accompanied by escalating verbal aggression and the potential presence of a firearm. The responding officers, operating marked patrol units with emergency lights activated, approached the property and began a standard investigative entry procedure.

Attention quickly shifted to a camper trailer located on the property, identified as Carter’s sleeping quarters.
