A Florida man has been arrested and federally charged after allegedly making direct threats against MacDill Air Force Base, prompting an immediate security response and temporary lockdown of the installation. The incident occurred days after a previously reported improvised explosive device case at the same location, placing the threat within an already heightened security environment.

Jonathan James Elder, 35, of St. Petersburg, has been charged by criminal complaint with using a telephone to make a threat to kill, injure, intimidate, or damage a building. If convicted, he faces a maximum penalty of 10 years in federal prison. The charge reflects federal statutes governing interstate or facility-based threats involving communications infrastructure.

According to the complaint, on March 18, 2026, Elder placed a call directly to MacDill Air Force Base. During the call, he referenced the earlier incident involving a suspicious package at the base’s Visitor Control Center and made a direct verbal threat, stating: “How did you like the surprise at the MacDill Visitor Center?” followed by “tick tick boom, it’s gonna be between your eyes.” The call was terminated immediately afterward.

The threat triggered an immediate operational response. Base gates were closed, and personnel were directed to shelter in place for approximately four hours while security protocols were enacted and the threat was assessed. The response reflects standard military installation procedures when credible or specific threats are received, particularly in proximity to a recent incident involving a suspected explosive device.

Investigators later determined that prior to contacting the base, Elder had placed a separate call to an unrelated number in which he made additional statements referencing explosive devices and threats of violence. The language used in that call included explicit references to pipe bombs and direct threats against individuals, indicating a pattern of escalation and reinforcing the seriousness of the subsequent call to MacDill.

Federal agents located Elder in St. Petersburg and placed him under arrest. He remains in federal custody pending further proceedings.

The investigation is being conducted by the FBI Joint Terrorism Task Force Tampa, with participation from the Naval Criminal Investigative Service, the Pinellas County Sheriff’s Office, and the St. Petersburg Police Department. The case is being prosecuted by Assistant United States Attorney Michael J. Buchanan.

A criminal complaint constitutes a formal allegation, and the defendant is presumed innocent unless proven guilty in federal court.

Military installations with public-facing access points, including visitor control centers and communication lines, remain susceptible to threat-based disruptions. Even in the absence of physical devices, credible threats delivered through communication systems can trigger full-scale operational responses.

The use of telephonic threats referencing prior incidents introduces a compounding risk factor. By linking the threat to a recent event, the caller increases perceived credibility and urgency, requiring immediate response regardless of whether a device is present.

The temporary closure of base gates and shelter-in-place orders demonstrate the immediate effect of threat communication on operational continuity. Such disruptions affect personnel movement, mission scheduling, and security allocation, even when no physical attack occurs.

The Joint Terrorism Task Force’s involvement reflects classification of the incident within a broader threat assessment framework. Multi-agency coordination enables rapid identification, location, and apprehension of individuals making threats against critical infrastructure.
