SAN JUAN, PUERTO RICO — A federal judge has sentenced Victor J. Pérez-Fernández to 45 years in prison for drug trafficking and firearms offenses connected to a criminal organization whose activities included the murder of Puerto Rico Police Sergeant Eliezer Ramos Vélez. The sentencing marks a significant development in a federal prosecution targeting an extensive drug trafficking network operating across several public housing communities in Puerto Rico.
U.S. District Judge María Antongiorgi-Jordán imposed the 540-month sentence on October 20, 2026, following Pérez-Fernández’s guilty plea on June 10. Acting U.S. Attorney Héctor Ramírez-Carbó announced the sentence, confirming that the Federal Bureau of Investigation conducted the investigation.
Pérez-Fernández, also known as “La Cone,” “Vitu,” “Vitikin,” and “Enano,” pleaded guilty to participating in a drug trafficking conspiracy and possessing a firearm in furtherance of drug trafficking. The federal indictment charged that the conspiracy involved the distribution and intended distribution of heroin, cocaine, crack cocaine, marijuana, and other controlled substances across multiple locations, including the Sabana Abajo, Luis Llorens Torres, Los Mirtos, Lagos de Blasina, La Esmeralda, El Coral, and Jardines de Monte Hatillo public housing communities.
The prosecution stems from a larger federal investigation that resulted in charges against 56 alleged members of a violent drug trafficking organization in December 2024. According to the original indictment, organizations operating in San Juan, Carolina, and surrounding municipalities formed an alliance known as “La Paz,” allowing participating groups to coordinate drug distribution, share resources, and maintain territorial control. Federal investigators alleged that the network used firearms, threats, intimidation, and violence to protect its operations and generated substantial proceeds through narcotics trafficking.
The murder of Sergeant Ramos Vélez occurred on March 29, 2024, during the period covered by the conspiracy. Federal authorities originally charged five defendants in connection with the firearms-related killing. All five subsequently entered guilty pleas in June 2026 and admitted their participation in the sergeant’s murder.
Although Pérez-Fernández pleaded guilty to the drug conspiracy and firearm possession offenses rather than the separate firearms-related murder count, his plea agreement incorporated the federal sentencing guideline for first-degree murder under U.S. Sentencing Guidelines Section 2A1.1. The same murder guideline applies to the plea agreements of the four remaining defendants, reflecting their admitted involvement in the killing.
Those defendants are Luis N. Isaac-Sánchez, also known as “Chimbo,” “CDobleta,” and “Dobleta”; Olvin O’Neill Concepción-Tapia, known as “Sinfo”; Daniel J. López-Vega, known as “Dany”; and Andiel González-Sáez, known as “Martino.” All four pleaded guilty in June 2026 and are scheduled for sentencing on October 23. Their individual sentences have not yet been established in the October 20 announcement.
The federal case involves both narcotics conspiracy provisions under Title 21 of the United States Code and firearm violations under Title 18, Section 924(c), which addresses the use or possession of firearms in connection with drug trafficking crimes. The sentencing proceedings demonstrate how admitted participation in a murder can affect federal sentencing calculations even when a defendant’s guilty plea involves different substantive offenses.
The prosecution is being handled by Assistant U.S. Attorney Alberto López-Rocafort, Chief of the Gang Section; Assistant U.S. Attorney Teresa Zapata-Valladares, Deputy Chief of the Gang Section; and Assistant U.S. Attorneys Laura Díaz-González and Joseph Russell.
The investigation is also part of the Homeland Security Task Force initiative, which coordinates federal, territorial, and local law enforcement efforts against organized criminal networks. Participating agencies in the San Juan task force include the FBI, Homeland Security Investigations, Drug Enforcement Administration, Bureau of Alcohol, Tobacco, Firearms and Explosives, U.S. Marshals Service, and Puerto Rico Police Department, among other investigative and enforcement partners.
With Pérez-Fernández now sentenced to 45 years in federal prison, the prosecution moves toward additional sentencing decisions involving the four co-defendants who admitted participating in Sergeant Ramos Vélez’s murder. Their October 23 hearings will determine the penalties imposed for their respective guilty pleas and admitted conduct.
