FBI OPERATION STEADFAST PROMISE LEADS TO 18 FEDERAL DEFENDANTS IN WIND RIVER RESERVATION VIOLENT CRIME INVESTIGATIONS

WYOMING — The FBI has announced that an expanded federal law enforcement operation on the Wind River Indian Reservation has resulted in criminal charges against 18 individuals accused of offenses ranging from first-degree murder and violent assault to drug trafficking, firearms violations, and sexual abuse. The operation also involved child victim interviews, evidence collection, fugitive investigations, and specialized forensic assistance intended to strengthen public safety throughout the reservation.

The results were announced September 29, 2026, by FBI Denver following several months of additional investigative activity under Operation Steadfast Promise, a federal initiative focused on violent crime affecting tribal communities. The FBI led the effort in partnership with the U.S. Attorney’s Office for the District of Wyoming, the Bureau of Indian Affairs, the Wyoming Division of Criminal Investigations, and the Rocky Mountain Safe Trails Task Force.

The operation concentrated additional federal resources on the Wind River Indian Reservation, home to the Eastern Shoshone and Northern Arapaho tribes. Investigators focused on criminal activity affecting tribal communities, including violent offenses, drug distribution, crimes against children, and individuals wanted on outstanding warrants. The initiative also strengthened coordination among federal, tribal, state, and local law enforcement agencies operating within the region.

Over several months, the FBI’s resident agency in Lander received temporary assistance from additional special agents, intelligence analysts, and a victim specialist. The personnel brought specialized investigative experience to ongoing cases while supporting established partnerships with the Wind River Police Department and other agencies responsible for public safety in surrounding communities.

Amanda Koldjeski, the FBI special agent in charge overseeing operations in Wyoming, said the additional resources reflect the Bureau’s continued commitment to reducing violent crime affecting the Eastern Shoshone and Northern Arapaho communities. Koldjeski emphasized the importance of placing additional personnel and investigative resources in remote areas where law enforcement responsibilities can involve multiple jurisdictions.

Federal prosecutors filed charges against 18 individuals involving several categories of serious criminal offenses. Those charges include first-degree murder, distribution of methamphetamine, fentanyl, and cocaine, unlawful firearm possession by convicted felons, assault with a dangerous weapon, and assault resulting in serious bodily injury. Other charges involve sexual abuse, sexual abuse of a minor, child abuse, domestic assault by strangulation, and domestic assault resulting in substantial bodily injury.

The range of offenses illustrates the different criminal investigations addressed during the operation. Drug trafficking cases focused on the distribution of controlled substances, while violent crime investigations concerned alleged assaults, homicide, domestic violence, and offenses involving children. The filing of federal charges does not constitute a conviction, and defendants retain the presumption of innocence unless proven guilty beyond a reasonable doubt.

Investigators conducted more than 20 searches during the expanded operation and collected 91 items of evidence. According to the FBI, the recovered materials included evidence from 14 drug seizures involving methamphetamine, cocaine, and fentanyl, along with five illegally possessed firearms. These investigative results provided federal authorities with physical evidence for use in ongoing criminal investigations and related forensic examinations.

The FBI also reported that 17 potential child victims underwent forensic interviews during the operation. Such interviews are conducted using specialized procedures intended to obtain information from children while accounting for their age, developmental needs, and potential exposure to traumatic events. Their purpose is to support the investigative process and preserve information that may be relevant to determining whether criminal offenses occurred.

The inclusion of a victim specialist among the additional FBI personnel provided another resource for cases involving vulnerable individuals. Victim specialists assist with communication, available services, and support throughout the federal investigative process. Their involvement is particularly relevant in investigations involving children, sexual abuse, domestic violence, and other offenses that can require careful coordination between investigative agencies and victim-support professionals.

Beyond the 18 individuals facing federal charges, the FBI assisted partner agencies in locating nine additional people wanted on state, federal, or tribal warrants. These efforts involved cooperation across law enforcement jurisdictions and supported outstanding investigations outside the specific federal cases announced under Operation Steadfast Promise.

The FBI identified the Fremont County Sheriff’s Office, Wyoming Highway Patrol, Riverton Police Department, and Lander Police Department as important supporting partners. Their participation complemented the work of the Wind River Police Department, the Bureau of Indian Affairs, and federal investigators assigned to the operation.

Federal criminal investigations in Indian Country can require coordination among several government authorities because jurisdiction depends on factors that include the location and nature of an offense, the legal status of the individuals involved, and applicable federal law. Tribal, federal, and state agencies may hold different responsibilities depending on the circumstances of an individual case. Maintaining effective communication between those agencies is therefore important for identifying investigative responsibilities, sharing evidence, and coordinating law enforcement responses.

Operation Steadfast Promise also incorporated advanced forensic and technical resources. The FBI used specialists from the Rocky Mountain Regional Computer Forensics Laboratory, personnel from its Cellular Analysis Survey Team, and assistance from the Wyoming State Crime Lab to support investigative work.

The Rocky Mountain Regional Computer Forensics Laboratory provides specialized capabilities for examining digital evidence, including information recovered from electronic devices. Digital forensic examinations can help investigators identify communications, stored records, and other electronic material relevant to criminal cases, subject to applicable legal requirements.

The FBI’s Cellular Analysis Survey Team, commonly identified as CAST, provides technical assistance involving cellular network information and related records. Cellular analysis can help investigators assess communications and location-related evidence when those records are lawfully obtained and relevant to an investigation. The Bureau also provided CAST training to strengthen participating agencies’ familiarity with these investigative capabilities.

At the request of the Wind River Police Department, the FBI organized joint tactical and medical training for participating law enforcement personnel. The training formed part of the broader operational support intended to improve coordination and preparedness among agencies responding to potentially dangerous incidents.

Firearms examinations represented another significant component of the operation. An FBI firearms instructor worked alongside personnel from the Bureau of Alcohol, Tobacco, Firearms and Explosives to assist the Wind River Police Department in analyzing more than 30 firearms.

Information from those examinations was submitted to the ATF’s National Integrated Ballistic Information Network, known as NIBIN. The system supports investigations by comparing ballistic evidence associated with recovered cartridge cases and firearms, helping law enforcement identify potential connections between separate shooting incidents.

NIBIN information can generate investigative leads when ballistic evidence shares characteristics suggesting a possible connection between incidents. Those leads may prompt additional examination and investigative work, but they do not independently establish who possessed or discharged a particular firearm.

The FBI said the firearms analysis was intended to develop additional leads for violent crime investigations. The agency did not identify how many of the examined weapons generated potential ballistic connections or whether those examinations resulted in separate criminal charges.

U.S. Attorney Darin Smith said the charges against the 18 individuals demonstrate the federal government’s focus on addressing drug networks and violent crime affecting the Wind River Indian Reservation. His office worked alongside investigators throughout the operation to bring the resulting federal cases into the criminal justice system.

The September announcement represents a substantial investigative effort involving increased staffing, forensic resources, evidence recovery, and cooperation across multiple law enforcement agencies. The reported results document federal charges, investigative searches, child victim interviews, firearms examinations, and assistance locating people wanted on outstanding warrants; they do not establish a measured reduction in violent crime across the reservation.

The FBI stated that it intends to maintain its partnerships with federal, state, local, and tribal law enforcement agencies, along with tribal leaders and community members, as efforts to address violent crime continue.

Operation Steadfast Promise has now produced 18 federal defendants, 91 collected evidence items, more than 20 investigative searches, 17 forensic interviews involving potential child victims, and assistance locating nine additional wanted individuals. The resulting prosecutions will proceed through the federal court system as participating agencies continue their work on violent crime, drug trafficking, and public safety matters affecting the Eastern Shoshone and Northern Arapaho communities.
