THREE CHARGED IN $2 MILLION FRAUD TARGETING CRUISE LINE OPERATIONS: FEDERAL INDICTMENT DETAILS INTERNAL ACCESS ABUSE, INVOICE MANIPULATION, AND INTERNATIONAL ARREST

A federal indictment filed in the Eastern District of Missouri has charged three individuals in connection with a fraud operation that allegedly extracted more than $2 million from a cruise line company through manipulated vendor relationships, falsified invoices, and internal approval authority abuse. The case outlines a sustained financial scheme operating across corporate procurement channels between 2021 and 2023, with one defendant apprehended internationally following attempts to remain outside U.S. jurisdiction.

Thomas Markwell, 53, and Nathan Boyd, 50, have been charged with seven counts of wire fraud and one count of aggravated identity theft. Joanna Dettman, 50, of St. Louis, is charged with multiple counts of wire fraud tied to the same operation. Federal court records indicate that both Boyd and Dettman have entered not guilty pleas, while Markwell has made an initial court appearance following extradition proceedings.

According to federal filings, Markwell held the position of senior director of events within the cruise line company, a role that provided direct authority over vendor approvals, invoice processing, and event-related expenditures. Investigators allege that this position enabled Markwell to authorize fraudulent payments by approving inflated and fabricated invoices submitted through third-party vendors operating under the appearance of legitimate business services.

The indictment identifies Boyd as co-owner of a St. Louis-area company specializing in corporate gifting services, which became a primary channel for invoice submission. Dettman, also known as Joanna St. Gemme, is identified as a contractor associated with the same company. Authorities allege that Boyd and Dettman either altered legitimate invoices or generated entirely fictitious billing documents, incorporating personal expenses unrelated to any business activity.

Financial records detailed in the indictment indicate that the fraudulent invoices exceeded $1 million through the gifting company alone. These invoices reportedly included charges for personal expenditures attributed to Markwell, Boyd, Dettman, and individuals described as Markwell’s romantic partners. Expenses were routed through corporate credit mechanisms associated with the vendor, then billed back to the cruise line under fabricated or inflated service descriptions.

The scheme expanded through the use of additional business entities. Dettman is accused of operating GEM Consulting LLC, which allegedly issued approximately $100,000 in fraudulent invoices. Prosecutors state that Markwell approved GEM Consulting as a vendor within the company’s internal systems, allowing payments to proceed without standard scrutiny. The indictment further alleges that Markwell approved another fictitious vendor entity associated with a personal relationship, which then billed the cruise line approximately $500,000.

Authorities also describe reverse-flow transactions designed to distribute proceeds internally. Markwell is accused of issuing fraudulent invoices totaling approximately $180,000 from a fictitious entity linked to another personal associate, directing funds back through the vendor network to secure his share of the operation’s financial gain.

The timeline outlined in the indictment places the operation between June 2021 and September 2023. The scheme concluded following Markwell’s termination from the cruise line company in September 2023, after internal irregularities prompted scrutiny of vendor billing practices and expense approvals.

Post-indictment activity introduced an international enforcement component. Federal filings state that Markwell was located in Argentina at the time charges were issued and did not return to the United States as scheduled. Authorities determined that he was planning to remain abroad and enter into marriage with an Argentinian citizen. An Interpol Red Notice was issued, leading to his arrest in Argentina on February 23. Following his arrest, Markwell waived extradition and was transferred into U.S. custody. The Justice Department’s Office of International Affairs coordinated the arrest and extradition process.

Boyd, identified as a resident of Deschutes County, Oregon, and Dettman both appeared in federal court following their indictments. Legal proceedings are ongoing under federal jurisdiction.

The investigation was conducted by the Federal Bureau of Investigation, the United States Marshals Service, and the Department of Justice Office of International Affairs. Assistant U.S. Attorney Justin Ladendorf is prosecuting the case.

All charges outlined in the indictment are allegations. Each defendant is presumed innocent unless proven guilty in a court of law.
