FBI and U.S. Attorney’s Office for the District of Massachusetts Release Investigative Findings on Brown University and Brookline Shootings

BOSTON – The Federal Bureau of Investigation’s Boston Division and the U.S. Attorney’s Office for the District of Massachusetts have released detailed findings following a large-scale, multi-agency investigation into the mass shooting at Brown University on December 13, 2025, in Providence, Rhode Island, and the targeted killing of Massachusetts Institute of Technology (MIT) Professor Dr. Nuno Loureiro on December 15, 2025, in Brookline, Massachusetts.

The investigation, which spanned multiple jurisdictions and involved both domestic and international coordination, represents one of the most comprehensive case analyses conducted by federal and state law enforcement in recent years. Investigators processed over 112 pieces of physical evidence, pursued more than 490 investigative leads, reviewed in excess of 11,000 surveillance files, and conducted over 260 witness interviews. Additionally, forensic analysis included 815 video files and 1,327 audio recordings recovered from electronic devices linked to the shooter.

Based on the evidence, authorities determined that Claudio Manuel Neves Valente, a 48-year-old Portuguese national and lawful permanent resident residing in Miami, Florida, acted alone in carrying out both attacks. Federal investigators confirmed there is no nexus to terrorism, and no evidence has been identified linking the acts to any organized group or external network.

Neves Valente was born in Torres Novas, Santarém, Portugal, and entered the United States in August 2000 on a student visa after completing academic work at Instituto Superior Técnico. He briefly enrolled in a doctoral program at Brown University before withdrawing in May 2001 and departing the country. He later returned and obtained lawful permanent resident status in 2017 while living in Miami, where he maintained limited employment, including work as a rideshare driver. At the time of the offenses, he was unemployed and had no prior criminal record or documented law enforcement contact.

Firearms analysis conducted by the FBI’s Evidence Response Team confirmed that two legally purchased 9mm pistols were used in the attacks. A Glock 34, purchased on July 19, 2020, was used in the Brown University shooting, while a Glock 26, purchased on March 22, 2022, was directly linked to the murder of Dr. Loureiro. Both firearms were recovered alongside the shooter’s body in Salem, New Hampshire, indicating pre-positioned logistics and post-incident movement across state lines.

Following the attacks, Neves Valente recorded multiple audio and video statements in which he admitted responsibility, expressed no remorse, and declined to provide a clear motive. Investigators determined that he began planning the Brown University attack as early as 2022, including the acquisition of a storage unit in New Hampshire used to stage weapons and materials. The operational timeline reflects incremental planning over several years, conducted in isolation and across multiple geographic locations.

The FBI’s Behavioral Analysis Unit (BAU) in Quantico, Virginia, conducted an in-depth psychological and behavioral review of the subject. Findings indicate that the victims and locations were symbolic targets, representing personal grievances, perceived failures, and longstanding resentment. Brown University and Dr. Loureiro were interpreted by the subject as embodiments of professional and personal shortcomings.

Investigators further assessed that Neves Valente exhibited characteristics consistent with chronic social isolation, accumulated grievance development, and a deteriorating psychological state marked by paranoia and perceived marginalization. His transient lifestyle and lack of stable interpersonal relationships significantly reduced the likelihood of early detection or intervention. Authorities noted the absence of traditional support structures, including family, peers, or institutional oversight that might have identified behavioral warning indicators.

While behavioral findings suggest a convergence of psychological stressors, federal authorities emphasized that mental health factors alone do not fully account for the execution of the attacks. The subject demonstrated calculated intent, logistical preparation, and sustained commitment to carrying out the acts over an extended period.

The FBI maintains that, based on all evidence analyzed to date—including digital materials, subject-generated recordings, and corroborating witness accounts—the current assessment represents the most accurate reconstruction of motive and intent. Officials also confirmed that no ongoing public safety threat has been identified in connection with these incidents.
