A Las Cruces bounty hunter identified as Robert Jay Hernandez, 62, is facing federal charges in a case that outlines a pattern of exploitation involving individuals released from custody under bail arrangements. Federal investigators allege that Hernandez used his position within the bail bond system to identify, extract, and control vulnerable detainees, converting a lawful release mechanism into a coercive environment tied to sex trafficking, forced labor, and narcotics dependency.
The case centers on Hernandez’s alleged practice of bonding individuals out of the Doña Ana County Detention Center and requiring them to reside at his personal residence as a condition of their release. According to federal filings, this arrangement was not structured as supervision or support, but as a controlled environment where access to freedom, shelter, and substances was leveraged to extract compliance. Investigators assert that Hernandez specifically targeted individuals with substance dependencies, unstable housing conditions, and limited support networks, creating conditions where resistance carried immediate consequences.
The charging documents outline multiple victim accounts that establish a consistent operational pattern. In October 2024, Hernandez allegedly bonded a male detainee and compelled him to perform unpaid labor, including assisting in bounty hunting activities. The victim reported being administered drugs, including fentanyl, under the false pretense of medical care despite having no prescription. After leaving the residence, the same individual was reportedly targeted through a separate mechanism of control, with Hernandez contacting immigration authorities, resulting in the victim’s arrest and return to custody. This sequence reflects a dual-pressure strategy combining dependency and legal vulnerability.
A second incident in March 2025 involved a female detainee who reported that Hernandez initiated contact while she was incarcerated, using explicit and threatening language prior to securing her release. Following her bond, she alleges that he coerced her into sexual acts through sustained threats of returning her to jail. When she attempted to separate from his control, Hernandez allegedly located her and forced her back into custody at gunpoint, reinforcing the credibility of coercion through direct physical intimidation.
A third victim account from November 2025 describes a similar structure of control, where Hernandez allegedly dictated living arrangements, controlled access to fentanyl, and required sexual acts in exchange for continued access to the substance. The victim reported compliance driven by fear of withdrawal symptoms combined with the threat of incarceration, highlighting a layered coercion model that merged chemical dependency with legal leverage.
Additional witness statements and communications from detainees further support the pattern described in the charges. These accounts indicate that Hernandez routinely focused on female inmates with substance dependencies and established expectations of sexual compliance as a condition tied to release and continued freedom. The repetition of this structure across multiple victims forms the basis of the federal charges now filed.
Hernandez is charged with three counts of forced labor, one count of sex trafficking by force, threats, fraud, and coercion, possession with intent to distribute fentanyl, and unlawful possession of firearms and ammunition as a convicted felon. The inclusion of firearms charges introduces an additional layer of risk assessment, particularly in conjunction with allegations involving intimidation and forced compliance.

The Federal Bureau of Investigation’s Albuquerque Field Office, through its Las Cruces Resident Agency, led the investigation with support from the Doña Ana County Sheriff’s Office, the Doña Ana County Detention Center, the Las Cruces / Doña Ana County Metro Narcotics Task Force, and Homeland Security Investigations. The prosecution is being handled by Assistant U.S. Attorneys Grant Gardner and Maria Y. Armijo.
