FBI Cleveland Seeking Additional Victims in Alleged Multi-State Real Estate Ponzi Scheme Targeting Property Investors

CLEVELAND — The FBI Cleveland Field Office is seeking additional victims connected to an alleged multi-state real estate investment fraud scheme involving a New Jersey couple accused of operating what federal authorities describe as a long-running Ponzi-style operation centered around Cleveland-area real estate properties.

Federal investigators announced that Gregory Parker, 50, and Danielle Parker, 50, both of New Jersey, were indicted by a federal grand jury on charges including Conspiracy to Commit Wire Fraud and Wire Fraud following allegations that the couple misled investors through seminars, mentorship programs, luxury lifestyle marketing campaigns, and fraudulent real estate investment promises.

According to the 65-page federal indictment, the alleged scheme operated from January 2017 through December 2023 and targeted individuals seeking financial independence and passive income opportunities through rental property investment programs primarily tied to properties in Cleveland and East Cleveland, Ohio.

Federal authorities allege the Parkers convinced victims to invest in residential properties that were supposedly intended to be renovated into profitable multi-family rental units capable of generating above-market financial returns. Investigators stated victims were allegedly promised property ownership opportunities, rental income streams, mentorship services, and long-term wealth-building strategies connected to the real estate market.

Instead, prosecutors allege investor funds were diverted to repay earlier investors while simultaneously financing the defendants’ personal lifestyle expenditures, creating what investigators described as a classic Ponzi-style financial structure dependent on continuous incoming investor money.

The FBI stated some investors allegedly never received any property at all, while others reportedly received properties lacking clear title ownership documentation, properties in condemned condition, or structures deemed uninhabitable due to severe deterioration and code violations.

Federal investigators also stated several victims were allegedly left financially trapped after receiving distressed properties requiring substantial repair costs far beyond what had been represented during investment presentations and mentorship discussions.

According to investigators, the Parkers promoted the investment operation heavily through seminars conducted across New Jersey, Pennsylvania, and Ohio, including an event held at the Hyatt Regency in Cleveland during May 2022.

Authorities allege the seminars relied heavily on social media promotion and aspirational wealth marketing designed to attract attendees interested in financial independence, luxury lifestyles, and real estate investing.

Federal investigators stated promotional videos allegedly featured Gregory Parker traveling by private jet, driving luxury vehicles including a Mercedes-Maybach and Lamborghini, and vacationing in locations such as the Bahamas while advertising events using titles including “Year of the Millionaire Tour,” “Rolling with the Parkers,” and “Greg Parker Presents: Big Bizzneesss Minus the Business Suit!!!”

According to prosecutors, attendees were often charged between $2,000 and $5,000 to participate in the Parkers’ real estate mentorship and investment program before allegedly being encouraged to invest additional funds tied to property acquisition and development opportunities.

Investigators stated many victims received limited documentation regarding the properties they believed they had purchased, while communications with the defendants allegedly became delayed, evasive, or inconsistent once concerns were raised regarding ownership records, property conditions, title transfers, or promised investment returns.

Federal authorities continue examining the full financial scope of the alleged fraud operation and believe additional victims may still exist beyond those currently identified within the indictment.

FBI Cleveland Special Agent in Charge Joshua DelManzo stated investigators believe more individuals may have attended seminars, invested funds, participated in mentorship programs, or purchased properties connected to the defendants’ operation.

The FBI is urging anyone who believes they may have been affected by the alleged scheme, attended related seminars or webinars, or had financial dealings connected to Gregory or Danielle Parker to contact investigators directly.

The investigation remains ongoing.

If convicted, sentencing for both defendants will be determined by the federal court after review of multiple statutory factors, including criminal history, financial losses, roles in the alleged offenses, and the nature of the violations.

An indictment is merely an allegation. All defendants are presumed innocent unless and until proven guilty in a court of law.
