A federal grand jury has returned an eight-count indictment against Mohammad Baqer Saad Dawood Al-Saadi, a dual Iranian-Iraqi national accused of supporting and coordinating terrorist activities connected to Kata’ib Hizballah and Iran’s Islamic Revolutionary Guard Corps (IRGC), two organizations designated by the United States as Foreign Terrorist Organizations.
Federal prosecutors stated the case involves alleged participation in nearly 20 attacks and attempted attacks spanning Europe and the United States, including operations involving international coordination, propaganda activity, encrypted communications, operational planning, psychological warfare campaigns, and attempted targeting of civilian locations.
According to court filings, Al-Saadi is accused of operating as a longtime member and supporter of Kata’ib Hizballah and the IRGC dating back to at least 2017. Federal investigators stated the case centers heavily around alleged operational support, strategic coordination, propaganda distribution, and extremist activities tied to Iranian-backed militant networks operating internationally.
Court documents state Al-Saadi allegedly worked closely with senior figures connected to both Kata’ib Hizballah and the IRGC and helped coordinate retaliatory operations following the deaths of senior Iranian-linked militant leaders killed in previous U.S. military strikes.
Federal authorities stated investigators linked Al-Saadi to approximately 18 attacks and attempted attacks carried out across Europe under the name Harakat Ashab al-Yamin al-Islamiya, which prosecutors stated functioned as a front organization connected to Kata’ib Hizballah and affiliated extremist networks.
According to prosecutors, the attacks involved coordinated propaganda campaigns, operational communications, extremist media distribution, attack promotion, psychological warfare messaging, and alleged efforts to spread fear through publicized acts of violence.
Court records further state that during March and April 2026, Al-Saadi attempted to facilitate attacks inside the United States, including an alleged plot targeting a synagogue in New York City.
Federal investigators stated that on April 30, 2026, Al-Saadi contacted an individual located in the United States seeking assistance locating someone willing to carry out an attack inside the country. According to court documents, the discussion referenced arson, violence, and killing potential targets.
Authorities stated Al-Saadi was detained abroad on May 1, 2026, before any alleged attack inside the United States occurred.
On May 14, 2026, federal authorities transferred Al-Saadi into FBI custody and transported him to the Southern District of New York to face prosecution.
According to court filings, investigators seized multiple electronic devices during the operation, including an Apple iPhone that prosecutors stated contained videos, photographs, encrypted communications, propaganda materials, operational discussions, and media linked to Kata’ib Hizballah, the IRGC, Hizballah, and other affiliated organizations.
Federal investigators stated Al-Saadi voluntarily spoke with U.S. authorities after waiving his Miranda rights while being transported to the United States.
According to prosecutors, Al-Saadi described himself as part of “the resistance,” which investigators stated referred to a network of Iranian-backed organizations including the IRGC, Kata’ib Hizballah, Hizballah, and the Houthis.
Court records state Al-Saadi claimed involvement in media operations, military intelligence activities, psychological warfare campaigns, strategic planning, and propaganda distribution efforts designed to generate fear and intimidation.
Federal investigators also stated the seized devices allegedly contained evidence linking Al-Saadi to operational coordination surrounding several attacks across Europe, including communications discussing propaganda timing, attack promotion, media dissemination, and extremist messaging operations.
According to court documents, investigators recovered videos and photographs allegedly showing Al-Saadi meeting with senior figures connected to the IRGC, Kata’ib Hizballah, and Houthi networks, along with images involving military-style operations centers, weapons, machine guns, and extremist propaganda materials.
Authorities further stated investigators recovered communications tied to attack propaganda videos distributed online following multiple incidents in Europe, including attacks involving synagogues and Israeli-linked targets.
Federal counterterrorism officials continue warning that extremist organizations increasingly combine traditional operational planning with encrypted communications platforms, social media propaganda distribution, psychological influence campaigns, and remote coordination methods capable of extending operational reach across multiple countries simultaneously.
The indictment charges Al-Saadi with multiple terrorism-related offenses including conspiracy to provide material support to foreign terrorist organizations, providing material support for terrorism, financing terrorism, attempted acts of terrorism transcending national boundaries, and conspiracy involving bombing plots and destructive attacks.
Several charges carry potential penalties ranging from 15 years to life imprisonment if convicted.
The FBI New York Joint Terrorism Task Force and the FBI Washington Field Office Counterterrorism Division investigated the case with assistance from numerous federal, state, and local agencies.
Assistant U.S. Attorneys Jeffrey W. Coyle and Sarah L. Kushner are prosecuting the case with assistance from Trial Attorney James Donnelly of the Department of Justice National Security Division.
Federal authorities emphasized that the indictment contains accusations only. Mohammad Baqer Saad Dawood Al-Saadi is presumed innocent unless and until proven guilty in court.
