Austin Man Federally Indicted in Online Child Exploitation and Sextortion Investigation

Federal prosecutors in Minnesota have unsealed an indictment charging Shadow Hawk Mallan, 28, of Austin, Minnesota, with multiple federal offenses tied to the alleged online exploitation of minors through social media and digital communication platforms.

United States Attorney Daniel N. Rosen announced that Mallan faces three counts of Production of Child Pornography, one count of Interstate Communications with Intent to Extort, one count of Receipt of Child Pornography, one count of Possession of Child Pornography, and one count of Commission of a Felony Offense Involving a Minor While Required to Register as a Sex Offender.

Federal court filings allege that Mallan operated multiple Snapchat, Discord, email, and other online accounts that investigators say were used over an extended period to target minors both within the United States and internationally. Prosecutors allege the operation involved the solicitation of sexually explicit images and videos from underage victims through social media communication and live online interactions.

Investigators allege that Mallan engaged victims through direct messaging, online manipulation, coercion tactics, and recorded video communications. Authorities further allege that explicit content obtained from victims was stored and retained after being collected through online exchanges.

According to investigators, the alleged conduct escalated into extortion and intimidation after victims attempted to cut off communication or refused additional demands. Federal prosecutors allege that threats included the distribution of explicit material to victims’ friends, relatives, and social circles, along with threats of physical harm designed to pressure victims into continued compliance.

Court records state that evidence gathered during the investigation suggests hundreds of minors may have been contacted over several years through various online identities and communication accounts allegedly connected to Mallan. Investigators have currently identified approximately thirteen known minor victims linked to the case.

Authorities stated that the investigation also revealed Mallan had previously been convicted in Mower County, Minnesota, in 2020 for Solicitation of a Child to Engage in Sexual Conduct. Prosecutors allege he remained under predatory offender registration requirements during the period in which the newly charged offenses allegedly occurred.

Federal investigators described the case as part of a broader and growing category of online child exploitation operations involving social media grooming, digital coercion, recorded live-stream exploitation, and sextortion-based psychological manipulation. Investigators increasingly warn that offenders are exploiting encrypted communication tools, disappearing-message platforms, gaming communities, and youth-oriented applications to identify and target vulnerable minors across jurisdictional boundaries.

FBI Minneapolis Field Office Special Agent in Charge Christopher D. Dotson stated that investigators allege Mallan continued targeting children online despite already being a registered sex offender following a prior conviction. Dotson further stated that investigators believe the alleged threats to expose child sexual abuse material to victims’ families and peers intensified the psychological trauma inflicted on the victims involved in the case.

Mallan made his initial appearance in federal court and was ordered detained pending trial proceedings.

The investigation was conducted by the Federal Bureau of Investigation, the Minnesota Bureau of Criminal Apprehension, and the Austin Police Department.

Federal investigators stated they believe additional victims may exist who have not yet been identified. Authorities referenced online account identifiers allegedly connected to the investigation, including the Snapchat username “ps4programer420” and the Discord identifier “kushklouds420,” along with additional digital accounts currently under investigative review.

The FBI is encouraging anyone who believes they or their child may have had contact with Shadow Hawk Mallan through social media, online messaging platforms, or digital communication services to contact federal investigators through the FBI Tip Line.

Special Assistant U.S. Attorney Torrie J. Schneider is prosecuting the case.

Federal authorities emphasized that an indictment is an allegation and that the defendant remains presumed innocent unless and until proven guilty in a court of law.
